Սահմանադրության փոփոխություն. «մեր ձևո՞վ», թե՞ օտարի թելադրանքով. Վահե Հովհաննիսյան

Վահե Հովհաննիսյանը տելեգրամյան իր ալիքում գրել է․ 

Սահմանադրության 30 ամյակը այս տարի դիմավորելու ենք «ինքնիշխանության գագաթնակետին».
 
1.     Հայկական զինուժը Մայր Աթոռում է
2.     Էրդողանը՝ Ստեփանակերտում
3.     Երկու ազդեցիկ հայ միլիարդատերեր՝ Երևանի և Բաքվի բանտերում
4.     Երկու արքեպիսկոպոս՝ ԱԱԾ մեկուսարանում
5.     Արցախը՝ հայաթափ
6.     «Պատի նկարի» հրահանգները կատարողները՝ անմռունչ
7.     Նույն նկարի դեմ պայքարողները՝ անծրագիր
8.     Նախագահը՝ անձայն
9.     Ժողովուրդը՝ մոլորված
10.  Ամարասն ու Գանձասարը՝ չուլանի վերածվող
11.  Թշնամին՝ մեծ ախորժակով
12.  Երկիրը՝ անդաշնակից
 
Կա՞ր տարբերակ՝ այնպես զարգանալու, որ 30 տարի անց չլիներ այս ողբերգական վիճակը։ Իհարկե կար։ Չարեցինք։ Կա՞ տարբերակ՝ կասեցնելու այն սցենարը, որով գնում ենք։ Դեռ կա, բայց դրա համար պետք է ներհանրային երկխոսություն և ծրագրային մտածողություն։ Վաղուց պետք է հասկացած լինեինք, որ ընդամենը մեկ ամսվա «ստրատեգիական մտածողության» հորիզոնով և իմպուլսիվ պատկերացումներով ոչ մի բան հնարավոր չէ անել։
 
Կարելի՞ է Սահմանադրությունը փոխել. ոչ միայն կարելի է, այլև գուցե պետք է։ Բայց դրանից առաջ պետք է փոխենք իրավիճակը, որում հայտնվել ենք, և տանք դրա գնահատականը։ Այդ փոփոխությունից հետո միայն կարելի է փոխել Սահմանադրությունը՝ հաշվի առնելով յոթնամյա ողբերգության և ավելի երկար փուլի կոպիտ սխալները։ Ներքին թշնամանքի, ներքին բզկտվածության պայմաններում, օտարի պահանջով Սահմանադրություն փոխել չի կարելի։ Դա կբերի նոր, ավելի այլանդակ իրականության։

Մի պահի, իհարկե, գալու է անհրաժեշտություն նոր Սահմանադրության, որը կստեղծի մեխանիզմներ՝ պետական ինստիտուտների դիմադրողականությունը բարձրացնելու, այլևս երբեք մեկ հոգու ձեռքում ողջ իշխանությունը չկենտրոնացնելու, ճակատագրական սխալներ թույլ չտալու համար։ Նոր Սահմանադրությունը պետք է ստեղծի նաև համակեցության նոր կանոններ, բազմակարծության և դրա իրացման հնարավորություններ՝ նոր հասարակության ձևավորման համար։ Բայց դրանից առաջ պետք է փոխվենք մենք։ Չփոխված իրականության, չփոխված ներքին մթնոլորտի պայմաններում ոչ մի լավ բան չի կարող ծնվել։
