Լարիսա Ալավերդյան. «Եթե այս օրենքը դրսի պահանջ է, ապա մեզ համար ամոթ է». «Փաստ»

«Փաստ» օրաթերթը գրում է.

ԱԺ–ում «Ընտանեկան բռնության» օրենքի նախագծի քննարկման ժամանակ պատգամավոր Վարդան Բոստանջյանն օրենքի հիմնական զեկուցող ՀՀ Արդարադատության փոխնախարար Վիգեն Քոչարյանին մեղադրեց նախագծում ինչ–որ բստրած բաներ գրելու մեջ և հիշեցրեց, որ ընտանիքը հայերի համար միշտ եղել է առաջնահերթ: Եվ առհասարակ, ինչու են նման նախագիծ քննարկում, երբ կարելի էր վեր հանված խնդիրներն ընտանեկան օրենսգրքով լուծել: Հաջորդ հարցը, որն ընդունելի չէր պատգամավորի համար, դա միջազգային կառույցների կողմից Հայաստանին այս կամ այն օրենքը պարտադրելն էր:

Եվ չնայած Վ. Քոչարյանն ասաց, որ մեր երկրին ինչ–որ բան պարտադրելը հեշտ գործ չէ, բայց ինքն իրեն հակասելով նշեց, որ մեր երկիրը ՄԱԿ–ի շրջանակներում ստանձնել է համապատասխան պարտավորություններ և հանձնարարականներ, որոնք կամովի պետք է կատարի: Նախարարը չհերքեց նաև, որ «Ընտանեկան բռնության» օրենքը Եվրամիության կողմից տրամադրվող բյուջետային աջակցության ծրագրով է իրականացվում: Պատգամավոր Բոստանջյանը հակադարձեց, որ երկիրը բազում այլ խնդիրներ ունի, այդ թվում՝ սոցիալական և այլն, և դրանք թողած ինչու են բոլորը ընտանիքներով հուզված:

«Իսկ ինչու նրանք չեն ուզում, որ այդ ֆինանսները մեզ համար ավելի խոցելի՝ աղքատության կրճատման, աշխատատեղերի բացման համար ծախսենք և կպել են մեր ամենաամուր տեղին՝ ընտանիքին, որի արդյունավետությունը կարող ենք մենք այլ ինստիտուտների միջոցով բարձրացնել»,– ասաց Վ. Բոստանջյանը:

Հայաստանում Մարդու իրավունքների առաջին պաշտպան Լարիսա Ալավերդյանը «Փաստի» հետ զրույցում անդրադառնալով օրենքի նախագծին՝ ասաց, որ թեև ինքը դեռ պատրաստ չէ նախագծի դրույթները մեկ առ մեկ քննարկել, բայց որ հայկական ընտանիքներում բռնությունների դեպքերն ավելացել են՝ միանշանակ է: Հարցին, թե արդյո՞ք դրա պատճառը հայկական հեռուստասերիալները չեն, որոնք օրն ի բուն բռնություն, արյուն և դժբախտություն են քարոզում, նա ասաց, որ ինքը մասնագետ չէ և չի կարող հարցին լիարժեք պատասխանել, բայց որ եթերով հեռարձակվող բռնություններ քարոզող ֆիլմերի մասին հարկավոր է խորը մտածել, միանշանակ է:

«Դրանք ես նույնիսկ ֆիլմեր չեմ կարող անվանել, դրանք ընդամենը պատկերներ են, որոնք խոսում են մեր ֆիլմարտադրության հետընթացի մասին: Բայց հարց է ծագում, թե արդյո՞ք հայկական ավանդական ընտանիքում բռնությունն առհասարակ նորմ է: Եթե այս օրենքը դրսի պահանջ է, ապա դա մեզ համար ամոթ է: Մենք ինքներս այդ պահանջը պետք է վաղուց ունենայինք և դրանով զբաղվեինք, ոչ թե դա մեզ դրսից պարտադրեին: Ես գտնում եմ նաև, որ մեր հասարակության մեջ մեր ավանդական նորմերին ոչ հարիր երևույթներ են տեղի ունենում, որոնք կանխելու անհրաժեշտությունը վաղուց կա, բայց պետք չէ ընդունել օրենքներ, որոնք դրսից են պարտադրվում»,– ասաց Լ. Ալավերդյանը:
