Արևմուտքը փորձում է իր ձեռքը վերցնել հայ-ադրբեջանական կարգավորումը

Ռուս-ադրբեջանական հարաբերությունների կտրուկ սրման, Մոսկվայի դեմ Բաքվի դեմարշների ֆոնին Արևմուտքը գործուն ջանքեր է գործադրում Հայաստան-Ադրբեջան հարաբերություններն իրեն ցանկալի հունով կարգավորելու, Հարավային Կովկասն էլ ՆԱՏՕ-ի դաշնակից Թուրքիայի վերահսկողությանը հանձնելու ուղղությամբ։ Եվ գլխավոր թիրախն էլ, ինչպես նշում են շատ փորձագետներ, այսպես կոչված, «Զանգեզուրի միջանցքն» է։

Carnegie (Քարնեգի) հիմնադրամի վերլուծաբան Օլեսյա Վարդանյանը, հղում անելով երկու օտարերկրյա դիվանագետների, հայտարարել է, թե ԱՄՆ նախագահ Դոնալդ Թրամփի վարչակազմը Երևանին ու Բաքվին առաջարկ է ներկայացրել Ադրբեջանը Հայաստանի տարածքով Նախիջևանի հետ կապող ճանապարհի մասին։ Ըստ այդ աղբյուրների՝ ամերիկյան առաջարկը նման է տարիներ առաջ Եվրամիության կողմից շրջանառված տարբերակին, որի հիմքում 2008-ի պատերազմից հետո Ռուսաստանի և Վրաստանի միջև համաձայնեցված ծրագիրն էր։ Դրանով կողմերը նախատեսում էին Աբխազիայի և Հարավային Օսիայի վիճելի շրջաններով անցնող երթուղիների կառավարումը հանձնել շվեյցարական մի անկախ ընկերության, որը պարտավորվելու էր հետո լոգիստիկ տվյալները փոխանցել շահագրգիռ բոլոր կողմերին։

Օտարերկրյա, իբր անկախ ընկերության ներգրավման հնարավորության մասին ավելի վաղ էլ խոսում էին, Փաշինյանի կառավարությունն այդկերպ փորձում էր լղոզել վտանգավոր զարգացումները, Ադրբեջանին և Թուրքիային միջանցք տալը ներկայացնելով որպես առաջընթաց։ Փաստացի, Արևմուտքը ոչ միայն չի հրաժարվել իր նկրտումներից, այլև լրամշակումներ է կատարել առաջարկում։ Օտարերկրյա որևէ ընկերության ներգրավումը, ըստ էության, ոչինչ չի փոխի, բացի կարճաժամկետ քարոզչական էֆեկտից՝ խաբելու ՀՀ քաղաքացիներին։

Ռուսաստանը, իհարկե, դեմ է նման զարգացումներին։ Ռուսաստանի արտաքին գործերի նախարարության ԱՊՀ երկրների չորրորդ դեպարտամենտի փոխտնօրեն Դմիտրի Մասյուկը հայտարարել է, թե արևմտյան երկրներն ամեն ինչ անում են՝ Ռուսաստանի մասնակցությունը հայ-ադրբեջանական հարաբերությունների կարգավորման գործընթացին սահմանափակելու համար։ «Արևմուտքը փորձում է Ռուսաստանին դուրս մղել հայ-ադրբեջանական հարաբերությունների կարգավորման գործընթացից։ Սստիպում է կողմերին շտապ խաղաղության համաձայնագիր կնքել», - ասել է նա Գորչակովի հիմնադրամի «Կովկասյան երկխոսություն» գիտակրթական ծրագրի բացման ժամանակ Մաշուկի գիտելիքների կենտրոնում։ Մասյուկը նշել է, որ ինքնահռչակ միջնորդների նման «միակողմանի և մակերեսային մոտեցումը չի օգնում հարցին»։

Իսկ Ադրբեջանն այդ ընթացքում գրեթե խզում է կապերը Ռուսաստանի հետ՝ ավելի ու ավելի խորն անցնելով Արևմուտքի, հիմա՝ Թուրքիայի ազդեցության տակ։ Թե ինչ վտանգավոր հետևանքներ այս ամենը կունենա Հայաստանի համար, թերևս, չարժե բացատրել։
