Փաշինյանի էժան վրեժխնդրությունը տապանաքար կդնի Հայաստանի գրավչության վրա

Գործարար, բարերար Սամվել Կարապետյանի հայտարարությունից ուղիղ մեկ շաբաթ անց Հայաստանի վարչապետի պաշտոնը զբաղեցնող անձը հայտարարում է, թե «Հայաստանի էլեկտրական ցանցեր» ընկերության պետականացման պլանը պատրաստ է։ «Շատ շուտով կմտնենք գործնական փուլ, պրոցեսները տեղի կունենան Հայաստանի օրենսդրությանը համապատասխան», - տեղեկացրել է Նիկոլ Փաշինյանը։ Իհարկե, նա որևէ բառ չի ասում, թե այդ ինչ ծրագիր է, որ գերատեսչությունն է մշակել, և ինչպես են խլելու ՀԷՑ-ը Սամվել Կարապետյանից։

Հիշեցնենք, Փաշինյանը մեկ շաբաթ առաջ խոսել էր ՀԷՑ-ը ազգայնացնելու մասին՝ փակագծերում նշելով «պետականացնել» բառը։ Եթե ազգայնացման դեպքում ընկերությունը խլվելու է սեփականատիրոջից, պետականացման դեպքում՝ փոխհատուցում վճարվելու է։ Ըստ էության, գործող իշխանությունը հասկացել է, որ պարզ խլումը շատ վատ հետևանք կունենա, բայց պետականացման ցանկությունն էլ ծանր է նստելու Հայաստանի վրա։ Մասնագետները թերահավատ են, թե Փաշինյանին կհաջողվի իրականացնել իր վտանգավոր մտահղացումը։

ՀԷՑ-ից արդեն իսկ հայտարարել են, թե պետականացման գործընթացի վերաբերյալ կառավարությունից կամ այլ գերատեսչությունից որևէ պաշտոնական հիմնավորում չի ստացել։ Ստանալու դեպքում էլ մինչև վերջ պայքարելու են իշխանության ապօրինությունների դեմ։

Խոշոր ընկերության դեմ իշխանության մանր հարձակումը շղթայական արդյունք է ունենալու, իսկ օտարերկրյա ներդրողների համար ՀՀ ներդրումային գրավչությունը հավասարվելու է հողին։ Կապիտալիստական հասարակարգում սեփականության իրավունքի երաշխավորությունն ու պաշտպանությունը, ըստ «Հայաստանը ես եմ» նախաձեռնության ղեկավար Նաիրի Սարգսյանի, աքսիոմատիկ անհրաժեշտություն է: «Եթե հանկարծ սկսվի այդպիսի պրոցես, ապա տապանաքար է դրվում ՀՀ ներդրումային գրավչության վրա: Այդպիսի խոսույթն առաջնային մեսսիջ է պոտենցիալ ներդրողներին՝ ՀՀ-ն չի պատրաստվում որևէ տեսակ ներդրում ընդունել և այստեղ որևէ ձևով ձեր սեփականության իրավունքը պաշտպանված չի լինի: Եթե դա զուգորդվում է իրավապահ մարմիններին հրահանգելով ու գործարարի նկատմամբ նման վերաբերմունքով, սա նշանակում է, որ ոչ միայն սեփականության իրավունքը, այլ նաև դատական համակարգն է ուզուրպացված հետևաբար այս երկուսի միասնությունը բոլոր տեսակի ներդրողներին հետ է վանում»,- ասել է նա:
