Կոռուպցիայի դեմ պայքարի փոխարեն՝ օրինականացում. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Փաշինյանական իշխանության «թեթև ձեռքով» շրջանառության մեջ է դրվել մի դիրքորոշում, որը նախատեսում է որոշակի խոշոր «մուծման» դիմաց ժամկետային պարտադիր զինծառայությունից փաստացի ազատում (կրճատ ծառայություն): Այս անգամ դրա «ցեցը» իշխանական մի պատգամավոր գցեց, իսկ պաշտպանության նախարարն էլ, փաստորեն, յուրովի առաջ հրեց տվյալ մոտեցումը: Փաշինյանական իշխանությունների հիմնավորումն այն է, թե ծնողները զանգվածաբար փոխում են զորակոչային տարիքի տղաների քաղաքացիությունը, որպեսզի Հայոց բանակում ծառայությունից «փախցնեն» այդպիսով:

Այստեղ ծագում են մի շարք հարցեր: Առաջինը՝ իսկ ո՞վ է այս պատկերի ու այս իրավիճակի մեղավորը: Հարկավ, նախկին ժամանակներում էլ են եղել բանակային ծառայությունից խուսափելու դրսևորումներ: Եղել են: Բայց այնպիսի տարածված ու զանգվածային բնույթ չեն կրել, ինչպես հիմա ու այն աստիճան, որ նույնիսկ հիշյալ օրինագծի նախաձեռնողն է մեծ տոկոսներ բարձրաձայնում, իսկ նրա յուրային նախարարն էլ սրտնեղում է, թե «պետական գաղտնիք է» հանրայնացվում: Հենց փաշինյանական իշխանությունն է Հայոց բանակը վարկաբեկել, գցել բանակի հեղինակությունը, բանակային ծառայությունը հանրային ընկալման մեջ կաղապարել որպես պատժամիջոց:

Հենց Փաշինյանի իշխանությունն է երկիրն ու հասարակությանը բերել մի վիճակի, սերմանել այնպիսի վախեր ու անհանգստություններ, որ մարդիկ ինչ ասես անում են, որպեսզի իրենց զավակները չհայտնվեն Հայաստանի բանակում:

Հարցերի մեկ այլ խումբ է հարուցում այն, որ Փաշինյանն իշխանության է եկել կոռուպցիայի դեմ պայքարելու խոստումներով ու պոպուլիստական հայտարարություններով: Այո, ոչ ոք չի ասում, թե այս դաշտում կոռուպցիա, կաշառք չի եղել: Բայց ո՞րն է պետության դերը: Պայքարել դրա դեմ: Փոխարենն ի՞նչ է անում այս իշխանությունը, վերցնում և փորձում է օրինականացնել կաշառքն ու կոռուպցիան:

Արդյունքում ծառայությունը դառնալու է աղքատության ցուցանիշ, ինչպես մի շարք օգտատերեր են նշում՝ «զապադլո» մի բան: Ու պատահական չեն մասնագետների տեսակետները, որ վերստին բանակի հիմքերին հարվածելու հերթական քայլն են անում Նիկոլ Փաշինյանն ու իր ՔՊ-ն:
