Փաշինյանական իշխանությունը գործում է ոհմակի կանոններով

Ազգային ժողովը երեկ 28 կողմ, 47 դեմ և 1 ձեռնպահ ձայներով մերժել է քպական պատգամավոր, ԱԺ Պաշտպանության և անվտանգության հարցերի հանձնաժողովի նախագահ Անդրանիկ Քոչարյանի վարքագծի վերաբերյալ էթիկայի հարցերով հանձնաժողով ստեղծելու մասին որոշման նախագիծը, որ ներկայացրել էին ընդդիմադիր «Հայաստան» և «Պատիվ ունեմ» խմբակցությունները։ Ըստ նախագծի՝ ժամանակավոր հանձնաժողովը պետք է ունենար 5 անդամ, գործունեության ժամկետը մինչև 2 ամիս, իսկ նպատակը՝ Քոչարյանի վարքի վերաբերյալ տալ եզրակացություն և հետագայում բացառել նման վարքագծի կրկնությունը։

Պետաիրավական հանձնաժողովն ավելի վաղ բացասական եզրակացություն էր տվել ընդդիմության այս նախաձեռնությանը։ Երեկ էլ ՔՊ-ն փաստացի տորպեդահարել է հանձնաժողովի ստեղծումը, ընդ որում, բացահայտ չհերքելով, որ որևէ կերպ ցանկություն չունեն անդրադառնալու իրենց տխրահռչակ թիմակցի լկտի պահվածքին։ Մի քանի պատգամավորուհիներ պարզապես հայտարարել են, որ էթիկայի հանձնաժողովում մեծամասնությունը էլի «Քաղաքացիական պայմանագրինն» է լինելու, և որևէ կերպ երաշխավորված չէր, որ Քոչարյանի դեմ որոշում կայացվեր։ Իսկ խմբակցության ղեկավար Կոնջորյանն էլ հայտարարել է, թե Քոչարյանի վարքագծի հարցը քննելու համար ընդդիմությունը նախագիծ էր բերել ոչ թե էթիկայի հարցերով շահագրգռված լինելու պատճառով, այլ որ ՔՊ-ի համար վատ լինի։ «Սա ոչ մի կապ չուներ էթիկայի հետ։ Սա հերթական անգամ ընդդիմության կողմից ընդհանրապես բարոյականությունը որպես կոնցեպտ, թրաֆիքինգի ենթարկելու փորձ է», - ասել է Կոնջորյանը։

Փաստացի, «Քաղաքացիական պայմանագիրը» գործում է որպես ոհմակ, եթե ինչ-որ թիմակցի պետք է պատժել, ապա կպատժեն իրենք իրենց մեջ՝ թույլ չտալով, որպեսզի հանրային արձագանքը, ինչպես նաև ընդդիմության պահանջը իրականություն դառնան։ Այս կերպ ՔՊ-ն ուղերձ է հղում իր բոլոր անդամներին, որ իրենք կպատժվեն ներսում, կուսակցության ներսում, այլ ոչ դրսում, և սա հերթական անգամ բնութագրում է քաղաքական այն ուժին, որը ժողովրդավարության և օրենքի գերակայության կոչերով եկավ իշխանության, բայց գերազանցեց բոլոր նախորդներին իր ապօրինություններով և անբարոյականությամբ։
