Շատ է խոսվում կառավարության դանդաղության մասին, բայց կառավարությունը պետք է լինի դանդաղ, պետք է յոթ չափի, մեկ կտրի. Նիկոլ Փաշինյան

Շատ է խոսվում կառավարության և ընդհանրապես պետական մարմինների դանդաղության մասին, բայց նաև իմ հետազոտությունը այն է, որ աշխարհի բոլոր կառավարություններն են դանդաղ: Այս մասին կառավարության նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:

Նրա խոսքով՝ կառավարության գործառույթներից մեկն է դանդաղ լինելը:

«Իհարկե, շատ կարևոր է, որ դանդաղության մեջ մենք լինենք արագ, բայց ինքը՝ կառավարությունը, դանդաղ գործող դանդաղ մարմին է, որովհետև կառավարությունն այն մարմինն է, որ պարտավոր է յոթը չափի, մեկ կտրի»,- ասաց նա։

Նրա խոսքով՝ որ ասում են՝ շուտ արեք՝ երեք օրում, չոր օրում, այդպես չի լինելու, ընթացակարգ կա:

«Այսինքն, որպեսզի մենք ժամանակին անենք, դա պետք է պլանավորվի ոչ թե մի շաբաթ առաջ, այլ պետք է պլանավորվի երկու տարի առաջ, որովհետև իրենք գալիս են կառավարության ընթացակարգերում կառավարական կամ համայնքի ընթացակարգերի մեջ են մտնում:

Դե ասում է՝ ուշանում եմ, քշի, բայց ասում ես՝ մի րոպե եղբայր, սա տաքսի չի էլի, սա ավտոբուս է: Ավտոբուսն ունի իր երթուղին, ավտոբուսն ունի իր արագության ստանդարտը, ավտոբուսն ունի իր անվտանգության յուրահատուկ կանոնները, ավտոբուսն ունի կանգառներ, ինքը ամեն կանգառում պիտի կանգնի, հնարավոր չի բարձրանալ ավտոբուս և ակնկալել, որ տաքսու կամ կամ այլ ավելի արագ տրանսպորտային միջոցի տեմպով մենք կարող ենք առաջ գնալ:

Ուրիշ բան, որ ավտոբուսը պիտի  արագ լինի, բայց ավտոբուսը կարող է լինի, արագ հենց ավտոբուսի ստանդարտով։ Մենք չենք կարող ավտոբուս նստենք, ասենք՝ ուզում ենք, որ տաքսու արագությամբ քշես, չի լինի այդպես: Եթե մենք տաքսու արագությամբ քշենք, ուրիշ քաղաքացիներ, որ պիտի կանգառներում իջնեին, կսկսեն պատուհաններից թռնեն կամ առնվազն միջադեպեր կլինեն ավտոբուսի վարորդի հետ»,- ասաց նա:

Շատ է խոսվում կառավարության և ընդհանրապես պետական մարմինների դանդաղության մասին, բայց նաև իմ հետազոտությունը այն է, որ աշխարհի բոլոր կառավարություններն են դանդաղ: Այս մասին կառավարության նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:
