Որևէ իրավական ակտով որևէ միջանկյալ ժամանակահատված չի տրամադրվել. սպասվում են բողոքի զանգվածային գործողություններ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Այս օրերին կառավարության մոտ բողոքի ակցիաներ են իրականացնում փոքր և միջին բիզնեսի ներկայացուցիչները: Նրանք հավաքել են ավելի քան 2300 ստորագրություն՝ ընդդեմ փոքր և միջին բիզնեսի համար նոր օրենսդրության ներդրման։ Բանն այն է, որ Նիկոլ Փաշինյանի կառավարությունը շրջանառության հարկի դրույքաչափը տարեսկզբից կրկնապատկել է՝ առևտրային սուբյեկտների համար՝ 5 %-ից դարձնելով 10 %, արտադրության համար՝ 3,5 %-ից 7%: Հայտարարվել էր, որ սահմանվում է անցումային շրջան՝ մինչև հուլիսի 1-ը, որպեսզի շրջանառության հարկ վճարող տնտեսվարողները կարողանան հարկային ցածր բեռի սահմաններում իրացնել նախկինում առանց փաստաթղթերի ձեռք բերած ապրանքային մնացորդները: Սակայն գործարարները նշում են, որ այդ «անցումային շրջանը» կամ, այլ կերպ ասած, «միջանկյալ ժամանակահատվածը» չի գործում:

Աուդիտորների պալատի նախագահ, «Հայաստանը ես եմ» նախաձեռնության ղեկավար Նաիրի Սարգսյանը «Փաստի» հետ զրույցում նշում է, որ որևէ միջանկյալ ժամանակահատված չի տրամադրվել որևէ իրավական ակտով. «Դա ընդամենը եղել է իշխանության հերթական կեղծիքն ու սուտը, որպեսզի մարդկանց դժգոհությունը կարողանան որոշակիորեն զսպել և նվազեցնել: Ինչպես տեղի է ունեցել հարկերի բարձրացումը, այդպես շարունակվում է: Գույքագրման վերաբերյալ փորձում էին վարչարարական ինչ-որ փոփոխություն անել: Հունվարի մեկի դրությամբ փոքր և միջին կամ միկրո ձեռնարկատերերը պետք է գույքագրում իրականացնեին, դրանից հետո սկսվեր փաստաթղթավորումը: Կան ապրանքներ, որոնք ձեռքբերման ժամանակ չեն կարողանում փաստաթուղթ ստանալ, օրինակ՝ գյուղատնտեսական արտադրանքը, թանկարժեք մետաղների առք ու վաճառքը և այլն, եթե ֆիզիկական անձից է ձեռքբերում կատարվում: Խոստում տվեցին, որ մինչև ապրանքային մնացորդի՝ նախորդ տարիներից կուտակվածի սպառումը թույլատրեն այդքան հատվածով նվազեցում իրականացնել: Բայց իրավական ակտում որևէ փոփոխություն տեղի չի ունեցել: Դա վերաբերում էր միայն առևտրի ոլորտին՝ առք ու վաճառքի գործունեությանը, այսինքն՝ ծառայությունների, արտադրության և մնացյալի պարագայում որևէ քայլ չի արվել»:

Մեր ունեցած տեղեկություններով, առաջիկայում բողոքի զանգվածային գործողություններ են նախատեսվում. ՓՄՁ ներկայացուցիչները մի շարք ակցիաներ կիրականացնեն. նրանց համոզմամբ, այս օրենքը պարզապես սպանում է փոքր ու միջին բիզնեսը: Ըստ էության, ձևավորվում է ընդգծված հակաիշխանական լուրջ օջախ, որը կարող է դառնալ այս իշխանությունների վերջնական կործանման հիմնական «մեխերից» մեկը: Սակայն իշխանությունները շարունակում են իրենց անձնական բարեկեցության ճոխ ծախսերի բեռը դնել ժողովրդի, այդ թվում՝ փոքր ու միջին բիզնեսի վրա:
