Անհարմար բան չկա ընդունելու, որ ամեն մեկս սովորելու կարիք ունենք. Անդրեասյանը՝ Փաշինյանի՝ 7 տարի նույն դասարանում մնալու մասին

Կարծում եմ՝ դա պատկերավոր արտահայտություն է, որն ուղղված է նրան, որ ցույց տա, որ իրականում յուրաքանչյուրս ունենք անընդհատ սովորելու կարիք: Այս մասին News.am-ի հետ զրույցում ասաց ԿԳՄՍ նախարար Ժաննա Անդրեասյանը՝ անդրադառնալով երեկ կառավարության նիստում վարչապետ Փաշինյանի հայտարարությանը՝ տպավորություն է` 7 տարի նույն դասարանն եմ մնացել:

«Դա կարծում եմ՝ առավել քան ակնհայտ փաստ է, որովհետև այն խնդիրները, որ մենք ունենք և այն անորոշությունները, որ կան, ցույց են տալիս, որ մեր եղած փորձառությունը և գիտելիքը չի կարող բավարար համարվել և անընդհատ կարիք ունի թարմացման: Անընդհատ կարիք ունենք յուրաքանչյուրս մեզ վրա աշխատելու, որպեսզի նաև կարողանանք ավելի համապարփակ մոտենալ հարցերին։ Դե իսկ կոնկրետ պաշտոնյաների դեպքում դա նաև կարևոր է այն տեսանկյունից, որ կապն իրականության հետ և իրականությունում մեր, ուրեմն, ընդունած որոշումների արտացոլանքը մեզ համար միշտ լինի հստակ և պարզ»,- ասաց նա:

Ըստ նախարարի՝  ընդհանրապես բյուրոկրատական համակարգերի ամենամեծ խնդիրներից մեկն է, որ երբ որ մարդիկ ինչ-որ մի խնդրի շուրջ երկար աշխատում են և այդ աշխատանքը շահառուների հետ անմիջական կապով չի ուղղորդվում, այստեղ կա վտանգ, որ այդ կապը կարող է ուղղակի կորել:

«Այսինքն, օրինակ, մենք կարող ենք որոշել մի լավ ծրագիր անել այս ոլորտում, այս շահառուների համար, բայց եթե այդ շահառուների կարծիքը, այդ շահառուների խնդիրներն ուսումնասիրված չեն, ապա մեր որոշումները չեն կարող ամբողջական արտացոլել եղած խնդիրները։ Ինձ թվում է՝ շատ պարզ, բայց շատ կարևոր բաների մասին է խոսքը, որոնք ճիշտ են բոլոր ժամանակներում և բոլոր երկրներում»,- ասաց Անդրեասյանը։

Դիտարկմանը՝ Փաշինյանն ասում էր. «Մենք անձամբ բոլորս տգետ ենք և գյուղացու տգիտությունը գալիս է մեր տգետ լինելուց», ինչքան էլ պատկերավոր հնչի, ամեն դեպքում մտահոգվելու առիթ չէ՞, որ պաշտոնյաների գիտելիքների մակարդակը ցածր է, Անդրեասյանն ասաց. «Ես դա այդպես չէի անվանի, ես արդեն խոսեցի ինչ կոնտեքստում է պետք այդ հարցերը դիտարկել: Կարծում եմ՝ որևէ անհարմար բան չկա ընդունելու, որ ամեն մեկս սովորելու կարիք ունենք»։
