Հանրային խորհո՞ւրդ, թե՞ Փաշինյանի անձնական «դուքյան»

Օրերս Նիկոլ Փաշինյանի անձնական օգտագործման Հանրային խորհրդի նախագահ է ընտրվել Մատենադարանի տնօրեն Արա Խզմալյանը։ Վերջինս մինչ 2023 թվականը, ԿԳՄՍ փոխնախարարն էր մշակույթի գծով։ Մամուլում այդ ժամանակ էլ բազմիցս բազմաթիվ հրապարակումներ եղան Խզմալյանի կողմից իրականացված չարաշահումների վերաբերյալ, բայց, օգտվելով իշխանություններին մտերիմ լինելու հանգամանքից, Խզմալյանը ոչ միայն չպատժվեց, այլ նույնիսկ ավելի լավ և հարմար պաշտոնի նշանակվեց։

Այժմ էլ Փաշինյանը վերակենդանացրել է երբևէ նորմալ չգործած Հանրային խորհուրդը, այդ կերպ ընդամենը ապահովելով Սահմանադրության պահանջը։ Բոլոր իշխանությունների օրոք էլ Հանրային խորհուրդն առանձնապես լուրջ հեղինակություն չի վայելել, այդուհանդերձ, նախկին իշխանությունների օրոք այդ կառույցում ընդգրկում էին թե իշխանամետների, թե որոշ ընդդիմադիր գործիչների, այսպես ասած, աշխատանքի իմիտացիա ցուցադրելու համար։ Հանրային խորհրդի հեղինակությունն ընդհանրապես զրոյի հավասարվեց արդեն Նիկոլ Փաշինյանի իշխանության օրոք, այնքան, որ վերջին 3 տարիներին ընդհանրապես կառույցը չէր էլ գործում։

Հանրային խորհուրդը Սահմանադրությամբ ամրագրված մարմին է, և ի վերջո, կառավարությունը որոշել է այն վերստեղծել։ Խորհրդում ընդգրկված 45 հոգուց մեկ-երկուսին կարելի է վերապահումներով համարել ընդդիմադիր հայացքներ ունեցողներ, մյուսները, առանց բացառության Փաշինյանի ջերմեռանդ պաշտպաններն են կամ նրա ծպտյալ աջակիցները։ Հանրային խորհուրդը հասարակական գործունեություն է ենթադրում, որևէ մեկն այնտեղ աշխատավարձ չի ստանալու, սակայն Փաշինյանը ցանկանում է այդ խորհուրդն օգտագործել ընդամենն իր կարիքների համար, ցույց տալ, թե իբր լսում է հանրության ձայնը, մինչդեռ իրականում գործող իշխանությունները մեծ արագությամբ սլանում են դեպի բռնապետություն և խորապես թքած ունեն բոլոր քննադատությունների վրա։
