2018-ին խեղճ մարդու պաշտպան էինք ընկալվում, հիմա այդպիսին չենք ընկալվում. ինչքան մարդուն օգնում ենք, այնքան իր սև ցուցակում գտնվելը սևանում է. Նիկոլ Փաշինյան (տեսանյութ)

Հիմա շատ են խոսում այն մասին, որ մենք 2018 թվականին խեղճ ու անճար մարդու պաշտպան էինք ընկալվում, հիմա չենք ընկալվում այդպիսին, սրա մեջ ինչ-որ չափով ճշմարտություն կա, մեր ծրագրերի էվոլուցիան դրա մասին է  վկայում: Այս մասին կառավարության նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Մենք 2018-ից ասել ենք՝  նախ այլաբանորեն հետո ուղղակի, որ աղքատությունը հաղթահարվում է միայն աշխատանքով: Աշխատանքը բերում է աղքատության հաղթահարման, եթե արդյունավետ է: Եթե աշխատանքն արդյունավետ չէ, գիտելիքահենք չէ, դա նույնն է, թե մեքենան ցեխի կամ ձյան մեջ տեղապտյուտ է անում: Հիմա այս մեքենայի դուրս գալու ձևն աշխատանքն է: Շարժիչը միլիոնի տակ աշխատում է, բայց առաջ չի գնում ու շարժիչը խփելու է: Սրա մասին է խոսքը, որովհետև եթե աշխատանքը զարգացում չունի, այստեղ պրոբլեմ կա»,- ասաց նա:

Վարչապետը նշեց՝ իրեն երբեմն հարց է տալիս՝ այսքան կրթության մասին խոսում են, կասեն՝  մարդիկ հաց չունեն, սրանք եկել են, ինչի մասին են խոսում:

«Այսօր էլ դրա հետ առնչվում ենք: Մարդը սոված է, հացի փող չունի: Մենք, իհարկե, աջակցում ենք, որ այդ մարդը հաց ունենա, բայց հաջորդ օրն էլի պարզում ենք՝ էլի հաց չունի: Հաջորդ օրն ենք հետաքրքրվում՝ ինչ եղավ նրա հետ ու էլի հաց չունի: Մենք կարեկից ենք, պետք է հաց տանք իրեն, 3-րդ օրն էլ ենք տալիս 4-րդ, 5-րդ, 10-րդ օրն էլ, մեկ տարի հետո էլ, հինգ տարի հետո էլ: Ի՞նչ է սրա վերջը: Սրա վերջը պետք է գտնվի: Սրա վերջն այն է, որ մենք պետք է կարողանանք մարդկանց աջակցել, որ իրենք գիտելիքահենք աշխատանք անեն: Մարդն ինքն իրենով պետք է զբաղվի, ուրիշ տարբերակ չկա, երբ ասում ենք՝ աղքատությունը մեր մտքում է, սա նկատի ունեմ նաև: Չի լինում ուրիշ կերպ: Մենք ինչքան մարդուն օգնում ենք, այնքան իր սև ցուցակում գտնվելը սևանում է»,- ասաց նա:

Ապա նա հարց բարձրացեց՝ ո՞ւմ փողով են այդքան երկար այդ հացը տալիս: «Այդ գումարը պետբյուջեն վաստակում է, որով մենք հաց չունեցողին պիտի հաց տանք, այդ գումարը ձևավորվում է աշխատողի հաշվին, դրա համար մենք պետք է աջակցենք աշխատողին, իսկ չաշխատողին պետք է աջակցենք, որ աշխատի, իսկ աշխատել կարող է  միայն կրթության միջոցով»,- ասաց նա:
