Բնապահպանության նախարարությունը մշտապես նպաստել է երկրի կործանմա՞նը. «Փաստ»

«Փաստ» օրաթերթը գրում է.


Վերջերս Հայկական բնապահպանական մի շարք հասարակական կազմակերպությունների ներկայացուցիչներ Ամուլսարի հանքավայրի շահագործմանը վերաբերող հարցը քննարկելու նպատակով դիմել էին ՀՀ բնապահպանության նախարար Արծվիկ Մինասյանին: Ի դեպ, նույն այդ քննարկման մասին նախարարն ասել էր, որ թեև հանդիպել է բնապահպանների հետ, բայց այդ քննարկման ժամանակ ներկայացված փաստերի արդյունքում ինքը օրենքի խախտման որևէ հիմք չի տեսել, որը կարող է այդքան ցցուն կերպով արտահայտվել:
«Պետք է ամեն ինչ ողջամտության սահմաններում դիտարկել: Սա 400 մլն դոլարի ներդրման մասին մի ծրագիր է, որը պահանջում է զգուշավոր մոտեցում հատկապես ներդրումների տեսանկյունից և մեր ապագա սերունդների համատեքստում»,– լրագրողներին ասել էր նախարարը:
«Փաստ»–ը որոշ մանրամասներ պարզելու համար զրուցեց «Հայաստանի Կանաչների միություն» ՀԿ նախագահ Հակոբ Սանասարյանի հետ:

– Պարոն Սանասարյան, Ձեր կարծիքով ո՞րն է Ա. Մինասյանի մատնանշած ողջամտության սահմանը:

– Հանքարդյունաբերության ոլորտում երկար տարիների ուսումնասիրությունը ինձ թույլ է տալիս ասել, որ նորանշանակ նախարարի մատնանշած ողջամտության սահմանն այն է, թե այդ հարցում ինչ տեսակետ ունի ՀՀ նախագահը, ում տեսակետը հայտնի է:

– Ո՞րն է ՀՀ նախագահի տեսակետն այդ հարցում:

– Ինչքան շատ մետաղական հանքավայր շահագործվի և ինչքան արագ, այդքան լավ, ամենևին հաշվի չառնելով մշտակայուն հազարավոր աշխատատեղերի կորուստը, հողի ու ջրի թունավորումը: Դժբախտաբար, այս կործանարար տեսակետը պետական քաղաքականություն է դարձել, որը իդեալական պայմաններ է ստեղծում պետական ունեցվածքի կողոպուտի, բնական համակարգերի ավերման, թունավորման և ոչնչացման համար: Երկրի նախկին և ներկա ղեկավարներն օգտագործելով նախարարության ներուժը, ամեն կարգի անօրինական, պետության շահը հակասող փաստաթղթեր են ստեղծել ու շրջանառել, որի հետևանքով իրականացվել են երկրի անվտանգությանը սպառնացող ծրագրեր: Օրինակ՝ հանքերևակումները որպես հանքավայր շահագործելը:
Եվ ցավոք, այն տպավորությունն է ստեղծվում, որ նորանշանակ հարգելի նախարարը դժվար թե կարողանա փոխել արատավոր կարգը և կանխել Հայաստանի փլուզումը:

– Ինչո՞ւ չեք վստահում մի մարդու, ում նկատմամբ ակնհայտ է, որ լավ վերաբերմունք ունեք:

– Քանի որ հանքարդյունաբերությունը պետության շահին համապատասխանեցնելը, այսինքն՝ բնական համակարգի թունավորումն ու ոչնչացումը, ժողովրդի ունեցվածքի կողոպուտի կանխումը նշանակում է ջարդել, ոչնչացնել այն համակարգը, որը ստեղծվել է ՀՀ նախագահի, Ազգային ժողովի, կառավարության և միջազգային կազմակերպությունների համատեղ ջանքերով: Նրանց ստեղծած օրենքները և կոռուպցիան լիուլի հնարավորություն են տալիս նշված կառույցների պաշտոնյաներին անձնական հարստություն կուտակել: Այս ավերիչ գործը կարող է կանխել միայն ՀՀ նախագահը, բայց նա ու նրա մերձավորները հանքատերերի համբավ ունեն: Այսինքն, ներկայում այդ ոլորտում անիմաստ է որևէ դրական տեղաշարժ ակնկալել:
