Կառավարությունը հակասում է ինքն իրեն. թվային դրոշմապիտակների ոդիսականը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Փետրվարի 6-ին ՀՀ ՊԵԿ նախագահ Էդուարդ Հակոբյանը կառավարության նիստի ընթացքում ներկայացրեց թվային դրոշմավորման անցնելու նոր նախագիծը: Այն ենթադրում է դատա մատրիքս հատուկ թվային ծածկագրի կիրառություն և տվյալների ներկայացում ազգային օպերատորի՝ E-Mark համակարգի միջոցով: Ըստ պաշտոնական մեկնաբանման, այս մեխանիզմը նպատակ ունի էականորեն բարձրացնել ստվերի դեմ պայքարի արդյունավետությունը, ապահովել ապրանքների հետագծելիությունը շուկա՝ մուտքից մինչև վերջնական վաճառք և շրջանառությունից դուրսբերում։

ՊԵԿ նախագահի խոսքով, ըստ էության, հին համակարգը եղել է ոչ հետագծելի. «Նոր համակարգը պետությանը հնարավորություն է տալիս հատի ճշտությամբ վերահսկել ապրանքների շարժը և, հետևաբար, նաև ստվերի հանդեպ վերահսկողություն ունենալ, ինչպես նաև թույլ տալ այս համակարգը ինտեգրել այլ պետական մարմինների համակարգերի հետ և ապրանքների շրջանառության ամբողջ ցիկլը վերահսկել»։

Հաշվի առնելով ՊԵԿ նախագահի ներկայացրած տեղեկությունը՝ ակնհայտ է, որ պետությունն իր քաղաքականությունն ուղղում է դեպի թվայնացում։ Ավելին, արդեն իսկ կասկածի տակ է դրվում տարիներ շարունակ գործող՝ ֆիզիկական դրոշմապիտակների կիրառմամբ դրոշմավորման և հետագծելիության ապահովման արդյունավետությունը։ Հատկանշական է, որ վերջին 10 տարվա ընթացքում հին թղթային դրոշմապիտակներով դրոշմավորման վրա ծախսվել է շուրջ 60 միլիարդ դրամ։

Չնայած նշյալին, պետական գնումների համակարգում 2025 թվականի փետրվարին նախատեսված է ՊԵԿ-ի կարիքների համար 1,6 միլիարդ դրամի դրոշմապիտակների տպագրության գնման հրավեր, որի կիրառությունը, ըստ ՊԵԿ-ի, արդյունավետ չէ և չի ապահովում հետագծելիություն։ Այս հանգամանքը առաջացնում է կարևոր հարցեր. եթե կառավարությունը որդեգրել է թվայնացման քաղաքականություն, ապա արդյո՞ք նման մեծածավալ ֆինանսավորումը չի հակասում այդ մոտեցմանը։

Կան մտահոգություններ, որ հնարավոր է՝ որոշ շահագրգիռ գործարարներ, շարունակելով «հին ավանդույթները», կարողանում են ազդեցություն ունենալ պետական որոշումների վրա՝ նպաստելով իրենց շահավետ պետական գնումների առաջմղմանը։

Այսպիսով, կառավարությունը կանգնած է ռազմավարական ընտրության առջև՝ կա՛մ հետևողականորեն պայքարել մաքսանենգության, ստվերային շրջանառության և հարկերը թաքցնելու դեպքերի դեմ, կա՛մ պահել որոշ բիզնես շրջանակների տնտեսական շահերը։
