Զելենսկին ասել է, որ ԱՄՆ-ի հետ հազվագյուտ հանածոների մասին համաձայնագիրը չի պաշտպանում Ուկրաինայի շահերը

Ուկրաինայի նախագահ Վլադիմիր Զելենսկին հայտարարել է, որ թույլ չի տվել ուկրաինացի նախարարներին ստորագրել հազվագյուտ հանածոների մասին համաձայնագիր Միացյալ Նահանգների հետ, քանի որ այն դեռ պատրաստ չէ և չի պաշտպանում Ուկրաինայի շահերը։ Այս մասին գրում է nv.ua կայքը:

«Պայմանագրերը ստորագրվում են նախարարների մակարդակով, բայց ես նախագահն եմ և ազդեցություն եմ ունենալու այս փաստաթղթի որակի վրա, ուստի թույլ չեմ տա նախարարներին ստորագրել համապատասխան համաձայնագիրը. այն դեռ պատրաստ չէ պաշտպանել մեր շահերը»,- ասել է Զելենսկին Մյունխենի համաժողովին մասնակցելուց հետո մամուլի ասուլիսի ժամանակ։

Նա նշել է, որ հանքային ռեսուրսների վերաբերյալ ԱՄՆ-ի հետ համաձայնագիրը կստորագրվի, եթե այն պատրաստ լինի և եթե լինեն անվտանգության երաշխիքներ։

Նախագահը հավելել է, որ շատ կարևոր է խոսել Ուկրաինայում ներդրումների մասին, և դա պետք է իրավաբանորեն ճիշտ գրվի։

Փետրվարի 11-ին ԱՄՆ նախագահ Դոնալդ Թրամփը հայտարարել էր, որ Ուկրաինան «ըստ էության համաձայնել է» հազվագյուտ հողային օգտակար հանածոներ փոխանցել ԱՄՆ-ին՝ որպես Վաշինգտոնի կողմից Կիևին տրամադրված ռազմական օգնության վճար։ 

«Ես նրանց ասացի, որ ուզում եմ 500 միլիարդ դոլարին համարժեք հազվագյուտ մետաղներ, և նրանք ընդհանուր առմամբ համաձայնեցին դա անել: Այնպես որ, մենք գոնե մեզ հիմար չենք զգա։ Հակառակ դեպքում մենք հիմար ենք»,- հայտարարել էր ԱՄՆ նախագահը։

Թրամփն ընդգծել էր, որ ծրագրում է համաձայնագիր կնքել Կիևի հետ, ըստ որի ամերիկյան օգնությունը կվճարվի հազվագյուտ հողային մետաղներով։ Սրան ի պատասխան՝ Ուկրաինայի նախագահ Վլադիմիր Զելենսկին ասել էր, որ պատրաստ է գործարքի գնալ՝ անվտանգության երաշխիքների դիմաց։

Ուկրաինական Forbes ամսագրի տվյալներով՝ 2023 թվականի ապրիլի դրությամբ Ուկրաինայի հանքային պաշարների ընդհանուր արժեքը կազմում է մոտավորապես 15 տրիլիոն դոլար։ Միևնույն ժամանակ, օգտակար հանածոների պաշարների ավելի քան 70%-ը գտնվում է Ռուսաստանի կազմի մեջ մտնող ինքնահռչակ Դոնեցկի և Լուգանսկի ժողովրդական հանրապետություններում, ինչպես նաև Դնեպրոպետրովսկի մարզում:

2025 թվականի փետրվարի 12-ին ԱՄՆ-ն Ուկրաինային է փոխանցել հանքարդյունաբերության ոլորտում գործընկերության համաձայնագրի նախնական փաստաթուղթը։ Այս մասին հայտարարել է նախագահ Վլադիմիր Զելենսկին ԱՄՆ ֆինանսների նախարար Սքոթ Բեսենտի հետ հանդիպման արդյունքներով։

«Մենք խոսեցինք օգտակար հանածոների մասին... Ես գիտեմ, որ մեր թիմին տրվել է մեր երկրների միջև գործընկերության վերաբերյալ այս համապատասխան փաստաթղթի առաջին նախագիծը։ Ես իսկապես ցանկանում եմ, որ մեր թիմն աշխատի այս փաստաթղթով: Մենք այսօր ստացանք այս փաստաթուղթը, մենք... կանենք ամեն ինչ, որպեսզի մեր թիմերն իսկապես արագ համաձայնության գան և ստորագրեն այս փաստաթուղթը»,- նշել էր Զելենսկին։
