Երկու տարում՝ վեց հանդիպում. ի՞նչ հետաքրքրություններ ունի ԱՄՆ-ն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս Հայաստանի Հանրապետության գլխավոր դատախազ Աննա Վարդապետյանը հանդիպել է ՀՀ-ում ԱՄՆ արտակարգ և լիազոր դեսպան Քրիստինա Քվինին:

Դատախազության տարածած հաղորդագրության մեջ նշվում է. «Աննա Վարդապետյանը կարևորել է ԱՄՆ դեսպանության և գլխավոր դատախազության միջև առկա՝ վստահության վրա հիմնված փոխգործակցությունն ու դատախազության համար առաջնահերթություն հանդիսացող ոլորտներում համատեղ աշխատանք իրականացնելու շարունակականությունը: Հանդիպման ընթացքում քննարկվել են երկուստեք հետաքրքրություն ներկայացնող մի շարք հարցեր»:

Ուշագրավ է, որ երկու տարուց մի փոքր ավելի ժամանակաընթացքում սա Աննա Վարդապետյանի արդեն վեցերորդ հանդիպումն է ԱՄՆ դեսպանների հետ: Գլխավոր դատախազը երեք անգամ էլ հանդիպել է ԱՄՆ այլ պաշտոնյաների հետ: Այս հանգամանքն ինքնին ուշագրավ է և առաջ է բերում մի շարք հարցեր: Օրինակ՝ անընդհատ ինքնիշխանությունից, անկախությունից խոսող, այդ թվում՝ 44-օրյա պատերազմում պարտությունը «ինքնիշխան պետություն ունենալու» հնարավորություն դիտարկող իշխանությունները ինչպե՞ս են բացատրում այն հանգամանքը, որ անկախ ինստիտուտի (դե, գոնե Սահմանադրությամբ) ղեկավարն այսքան կարճ ժամանակամիջոցում արդեն 6 անգամ հանդիպում է ԱՄՆ դեսպաններին։

Հաջորդը՝ ԱՄՆ դեսպանության և գլխավոր դատախազության միջև առկա՝ վստահության վրա հիմնված ի՞նչ փոխգործակցության մասին է խոսում գլխավոր դատախազությունը: Կամ՝ դատախազության համար առաջնահերթություն հանդիսացող այդ ո՞ր ոլորտներում համատեղ աշխատանք իրականացնելու շարունակականության մասին է խոսվում: Ու, ընդհանրապես, մի «շարք երկուստեք հետաքրքրություն ներկայացնող» ի՞նչ հարցեր են քննարկել մեր երկրի գլխավոր դատախազը և Միացյալ Նահանգների դեսպանը։

Այսինքն, ԱՄՆ-ն, որպես պետություն, ի՞նչ հետաքրքրություն կարող է ունենալ մեկ այլ երկրի անկախ գերատեսչության հետ, որը, ըստ օրենսդրության, հարուցում է քրեական հետապնդում, հսկողություն է իրականացնում մինչդատական քրեական վարույթների օրինականության նկատմամբ, դատարանում պաշտպանում է մեղադրանքները, բողոքարկում է դատարանների վճիռները, դատավճիռները և որոշումները, հսկողություն է իրականացնում պատիժների և հարկադրանքի այլ միջոցների կիրառման օրինականության նկատմամբ։ Այստեղ, ի դեպ, կարելի է շեշտել, որ վերջին շրջանում գլխավոր դատախազության լիազորությունների իրականացման մեխն ու «ամենապոպուլյար» թեման, կարծես, դարձել են ապօրինի գույքի բռնագանձման հարուցած վարույթների մասին լուրերը: Եվ սա՝ այն դեպքում, որ երկրում քրեական հանցագործությունների թիվը անգամներով աճ է ունենում, իսկ այդ թեմաների մասին հաղորդագրությունները հատուկենտ են։

Ի դեպ, որպես հավելում նշենք, որ փաստացի միայն պաշտոնական հանդիպումներին ենք անդրադարձել. բանն այն է, որ նշյալ 9 հանդիպումների մեջ ներառված չեն, օրինակ՝ համատեղ միջոցառումները, որտեղ նույնպես ներկա են լինում գլխավոր դատախազն ու ԱՄՆ դեսպանը։
