USAID-ի վերակազմավորումը խուճապ է առաջացրել Հայաստանի գրանտակերների շարքերում

ԱՄՆ Միջազգային զարգացման գործակալության (USAID) շուրջ Նահանգներում ստեղծված իրավիճակը ցնցումներ է առաջացրել ողջ աշխարհում, այդ թվում Հայաստանում, որտեղ քաղակտիվիստների մի մեծ խումբ տարիներ շարունակ սնվում էր ամերիկյան ծրագրերից։

Միլիարդատեր Իլոն Մասկի կողմից վերահսկվող Կառավարության արդյունավետության վարչությունը նախ հայտարարեց, թե գործակալությունը փակվում է, աշխատակիցներին էլ էլեկտրոնային նամակներ էին ուղարկել՝ այլևս չներկայանալու աշխատանքի։ Նախագահ Դոնալդ Թրամփն էլ նշել էր, թե USAID-ն տնօրինում են «ցնորված արմատականներ»։ Ի վերջո, պետքարտուղար Մարկո Ռուբիոն հայտարարեց, թե ԱՄՆ ՄԶԳ-ն այլևս գործելու է պետդեպի ենթակայության տակ, իսկ ֆինանսավորումը խստիվ վերահսկվելու է, անիմաստ ծախսերը կրճատվելու են։

Անհնար է թերագնահատել այն ահռելի դրական աշխատանքը, որ USAID-ն տասնամյակներ շարունակ իրականացրել է թե՛ Հայաստանում, թե՛ աշխարհի այլ երկրներում։ Բայց, ինչպես պնդում են պետդեպում, գործակալությունը վաղուց դարձել էր կոռուպցիայի որջ, գումարների մեծ մասը փոշիացվում էր անիմաստ ծրագրերի վրա, շատ դեպքերում էլ՝ հակաամերիկյան ծրագրեր են ֆինանսավորվել։

Հայ քաղակտիվիստները երեկվանից վշտի մեջ են, հասկանում են, որ կտրվել է իրենց սնվելու աղբյուրը։ ԱՄՆ ՄԶԳ վերակազմավորումից հետո նրանցից շատերը մնալու են առանց ֆինանսավորման, առանց փողերի, իսկ այլ աշխատանքի այլևս ընդունակ չեն։ Չի բացառվում, որ Վաշինգտոնը դիմի որոշ կառույցների պատասխանատվության ենթարկելու պահանջով։ Եվ հենց սա է, որ խուճապի է մատնել ակտիվիստներին ու ակտիվիստուհիներին։
