Բոլոր թանկացումները պետք է դիտարկել համակողմանիորեն, տրանսպորտի գնին պետք է հետևեն նաև այլ ոլորտներում առաջացած խնդիրների իրատեսական քննարկումները

Հանրային տրանսպորտի թանկացման խնդրահարույց հարցի վերաբերյալ «Նոր պրոյեկտ.տնտեսական ալիք» նախաձեռնությունը դեռևս նախորդ շաբաթ հանդես էր եկել հստակ հայտարարությամբ՝ առաջարկելով լայնածավալ քննարկել սպասվող «բարեփոխումները» թանկացումների ամբողջական տիրույթում:

Երեկ արդեն պարզ դարձավ, որ քաղաքային իշխանությունները հերթական որոշումն են կայացրել, այս անգամ մեկ ուղևորության համար սահմանելով 150 դրամ, ըստ էության կտրուկ իջեցնելով առաջարկվող բարձր գները տրանսպորտի ոլորտում:

Հարկ ենք համարում խորամուխ լինել այս հարցի նրբերանգների մեջ. արդյո՞ք սա տնտեսական հաշվարկի խնդիր էր, այսինքն ոչ ճշգրիտ, ոչ փաստարկված էին հիմնավորումները, թե՞ հասարակական, հանրային ազդեցության գինը հաշվի առնվեց և դրա արդյունքում միայն հետքայլ կատարվեց: Այսինքն, լոկալ տրանսպորտի գինը համադրվեց այն բողոքի գնի հետ, որը կարող էր նաև տրանսպորտի գնագոյացումից վերածվել ավելի լայն բողոքի ալիքի:

Իշխանությունները գնացին հենց վերը նշվածը կանխարգելելու ճանապարհով: Թեպետ մեր կարծիքով գործընթացները դեռ չեն կանգնել, և գնի իջեցումը շատ ավելի նոր հարցեր է առաջ քաշում, քան լուծում եղածները:

Այս առումով, շարունակում ենք պնդել բոլոր թանկացումները պետք է դիտարկել համակողմանիորեն, տրանսպորտի գնին պետք է հետևեն նաև այլ ոլորտներում առաջացած խնդիրների իրատեսական քննարկումները:Մասնավորապես՝ մարդկանց համընդանուր հայտարարագրման ինստիտուտի նպատակահարմարությունն այս փուլում, աղբահանության վճարները, շրջանառության հարկի խնդիրը, որտեղ արդեն կան միտումներ՝ այս ամբողջ բեռի բացասական սպասումների արդյունքում բիզնեսը կարող է որոշակի տրասնֆորմացիաների ենթարկվել:

Այսպիսով, ևս մեկ անգամ կարող ենք արձանագրել՝ վերը թվարկված ամբողջ ծախսերի գնահատման հանրային ազդեցությունը պետք է գնահատվի շղթայական:

Ամփոփելով կարող ենք արձանագրել բնակչության և բիզնեսի համար խիստ ծախսատար բարեփոխումները ակնհայտ է, որ առաջացնում են սոցիալական դժգոհության ալիք և լարվածություն, որը կարող է ունենալ երկու դրդապատճառ.

• պետական բյուջեի սպասվող մուտքերը անբավարար են, ուստի և պետական ծախսերի իրականացումը ռիսկի տակ է,

• և երկրորդ, արդյո՞ք միտումնավոր չէր կանխատեսվել սպասվող բողոքի ալիքը:Այս դեպքում տրամաբանական հարց է առաջանում, իսկ ի՞նչ նպատակով:
