Բոնուսներ ոստիկանության ծառայողների՞ն, թե՝ ուշացած քայլ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Ոստիկանությունը ցանկանում է ոստիկանության ներքին զորքերն ազատել արտաքին ագրեսիայից պաշտպանվելու գործառույթից և վերապահել միայն ներքին իրավակարգի ապահովման գործառույթը: Ոստիկանությունն առաջարկելու է, որպեսզի իր զորքերի գործունեությունը կարգավորվի ոչ թե զինված ուժերի գործունեությունը կարգավորող օրենսդրական փաստաթղթերով, այլ «Ոստիկանության մասին» օրենքով:

Ազգային անվտանգության նախկին փոխնախարար Գուրգեն Եղիազարյանի կարծիքով ոստիկանությունն օպտիմալ ճանապարհով է գնում:

«Ընդհանրապես ներքին զորքերը ոչ մի կապ չունեն արտաքին ագրեսիայի հետ՝ դրա համար կան ՊՆ–ն ու մյուս ինստիտուտները: Իսկ ներքին գործերի համակարգում մեր զորքերը պետք է մասնակից լինեն ներքին անցուդարձին: Սա նույնիսկ ուշացած քայլ է: Հայոց բանակի կազմավորման հետ արտաքին պաշտպանիչ ֆունկցիան պետք է դեռ վաղուց հանված լիներ: Ես նորմալ եմ համարում այն՝ բոլորը պետք է իրենց գործով զբաղվեն»,–«Փաստ»–ի հետ զրույցում ասաց Գ. Եղիազարյանը:

Անդրադառնալով ներքին զորքերի ծառայողների թվին ու այն կարծիքներին, թե այն ուռճացված է, Գուրգեն Եղիազարյանը նկատեց. «Ուռճացված է, թե՝ ոչ, ես չեմ կարող ասել: Ի վերջո հաստիքացուցակների թիվը ոչ թե մարդկանց քմահաճույքի, այլ հատուկ նորմատիվային հաշվարկների արդյունքում է սահմանվում: Հաստիքացուցակները կազմում են 100 հազար շնչին ընկնող տվյալներով: Չեմ կարծում, թե ներքին գործերի համակարգի կրճատումներով կհարթենք այն խնդիրը, որ այլևս խաղաղ ցուցարարների հանդեպ վայրի ընդվզումներ չեն լինի: Խնդրի լուծումն այստեղ չպետք է տեսնենք: Այն ներքին գործերի ֆունկցիոնալ պարտականությունների թերացման հետևանքը չէ: Խնդիրը հաստիքացուցակների մեջ չէ, այլ քաղաքական դաշտում՝ քաղաքական ղեկավարության թյուրիմացության մեջ»:

Ազատամարտիկ Գագիկ Սարուխանյանն այլ դիրքորոշում ունի և նախատեսվող փոփոխությունն ամենևին դրական քայլ չի համարում:

«Այսօր ականատես ենք մի այնպիսի սրիկա վիճակի, որը ստեղծել է իշխանությունը: Պարզապես ակնհայտ ցույց են տալիս, որ իրենց բնավ հետաքրքիր չէ երկրում տիրող բարոյահոգեբանական վիճակը: Իրենց նպատակն է ցանկացած գնով պահել իրենց իշխանությունը: Հիմա բոնուսներ են տալիս ոստիկանության ծառայողներին. «Եկեք ոստիկանություն, բանակից ազատվում եք»: Պատրաստ են անգամ Հայաստանը փոքրացնել: Պատրաստ են Աբովյանը դարձնել սահմանամերձ անցակետ, միայն թե իրենց իշխանությունը պահեն: Ի՞նչ է սա նշանակում, իրենք վտանգը Երևանում ավելի մեծ են տեսնում, քան սահմանի՞ն: Փաստորեն հենց այդպես էլ ստացվում է»,– ասաց Գ. Սարուխանյանը:

Նրա համար անընդունելի է նաև ոստիկանական հաստիքակազմի ձևավորման համար ընդունված նորմը:

«Ոստիկանների քանակությամբ մենք առաջիններից ենք՝ բռնատիրական ռեժիմի բարձրագույն ցուցանիշ: Հիմա տեսեք՝ իրենց պետք է ոստիկանական այս ամբողջ կազմն ու քանակը պահպանել: Իսկ այդ թիվը պահպանելու համար բոնուսներ են տալիս նաև քաղաքացուն, քանի որ մի կերպ են հավաքագրում: Նոր կադր չկա, դրա համար էր նման փոփոխություն են նախատեսում, որ ոստիկանության շարքերը համալրեն: Իրականում ոստիկանն առաջինը պետք է սահման պահի»,– նշեց ազատամարտիկը:
