Դասական իրավիճակ. «վերևները» չեն կարողանում, «ներքևներում»... ակտիվ խմորում է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տարին մեկնարկել է չափազանց մեծ ներքին լարվածությամբ: Ու հարցն այն չէ միայն, որ Փաշինյանի իշխանությունը արտաքին-քաղաքական կտրուկ շարժումներ է անում: Այնքան կտրուկ, ի դեպ, որ դա անթաքույց արկածախնդրության տպավորություն է թողնում: Դա էլ է, իհարկե, ավելացնում լարվածությունը:

Սակայն հիմնական պատճառները շատ ավելի հողեղեն են: Նկարագրենք իրավիճակը՝ առանց պաճուճանքների:

Հունվարի 1-ից Երևանում պետք է 3 անգամ թանկանար հասարակական տրանսպորտի ուղեվարձը: Մեկ ամսով տարկետվեց այդ խայտառակ թանկացումը: Բայց նախ՝ փետրվարի 1-ը սարերի ետևում չէ, երկրորդ՝ առանց թանկացումների էլ ուղետոմսի վճարային համակարգն ուղղակի խայտառակ վիճակում է, սարքերը «կուլ են տալիս» մարդկանց ուղետոմսային գումարները, տրված «թղթերի» ժամկետը անիմաստ կարճ է և այդպես շարունակ: Դա սրում է առանց այն էլ նյարդային վիճակը:

Հարկեր. այն, որ տարեցտարի գույքահարկի չափն ավելանում է, իսկ այս տարի կրկնապատկվելու է, արդեն վատ է: Այն, որ փաստաբաններին, առաջիկայում նաև՝ հաշվապահական ծառայություններ մատուցող ընկերությունների հարկային բեռը կտրուկ ավելացվել է, նույնպես վատ է: Նշանակում է, որ առնվազն «միջին խավ» համարվողները այդ ծառայություններից օգտվելու համար շատ թանկ են վճարելու: Դա նույնպես վատ է:

Բայց շրջանառության հարկի դրույքաչափի կտրուկ բարձրացումը՝ հետագայում այն ընդհանրապես 20 տոկոսանոց ԱԱՀ-ով փոխարինելու «անոնսով», ոչ թե վատ է, այլ ուղղակի խայտառակ վատ է: Փոքր ու միջին խանութների, կրպակների, միրգ-բանջարեղենի վաճառակետերի, հացի փուռ-խանութների տերերը նշում են, որ կամ մեկ ամիս անց փակելու են խանութը (կրպակը), իսկ բանալիներն էլ նվիրեն Փաշինյանին, կամ եղած չեղածը թանկացնելու են, ինչպես արդեն թանկացրել են սուպերմարկետներում:

Ակնհայտ է, որ Փաշինյանին ու իր կառավարությանը հաջողվել է լուրջ դժգոհություն գեներացնել: Իրավիճակը շատ է նմանվում հայտնի բնորոշմանը. «Վերևները չեն կարողանում, ներքևները չեն ուզում»: Մեր դեպքում ակնհայտ է, որ վերևները չեն կարողանում: Ավելին, նրանք ոչ միայն չեն կարողանում, այլև չեն ցանկանում: Էլ ավելին՝ «վերևները» բացեիբաց ծաղրում են «ներքևներին»: Իսկ «ներքևինները», որ վաղուց արդեն մեծամասամբ հասկացել են, թե ում և ինչի հետ գործ ունեն, առայժմ դժգոհություն են կուտակում:

Առանցքային հարցն այս իրավիճակում մեկն է. ե՞րբ, որտե՞ղ ու ինչպե՞ս է պայթելու այդ դժգոհությունը:
