3,5 միլիարդ դոլարի ռուսական նավթը մնացել է ծովում՝ ԱՄՆ պատժամիջոցների պատճառով

Հունվարի 10-ին ԱՄՆ-ի կողմից ռուսական նավթարդյունաբերության դեմ կիրառված պատժամիջոցները հանգեցրել են նրան, որ փակվել է օգտագործվող ստվերային նավատորմի մոտ մեկ տասներորդ մասը: Նրանց կողմից արտահանվող նավթի արժեքը կարող է գերազանցել 3,5 միլիարդ դոլարը։

Նոր պատժամիջոցները կարող են զգալիորեն խաթարել ռուսական նավթի մատակարարումները, ասվում է Միջազգային էներգետիկ գործակալության (ՄԷԳ) ամենամսյա զեկույցում։ Առնվազն 65 տանկեր, որոնք տեղափոխում էին ռուսական նավթ, երկուշաբթի օրը կանգ են առել՝ ԱՄՆ ֆինանսների նախարարության՝ ուրբաթ օրը պատժամիջոցների մասին հայտարարությունից հետո, ըստ Reuters-ի հաշվարկների՝ հիմնված նավերի շարժի տվյալների վրա:

Դրանցից հինգը, որոնք տեղափոխում էին մոտ 4 միլիոն բարել, գրում է Bloomberg-ը, կանգ են առել Չինաստանի Շանդուն նահանգի ափերի մոտ, որտեղ տեղակայված են բազմաթիվ անկախ նավթավերամշակման գործարաններ, որոնք ակտիվորեն գնում են Հեռավոր Արևելքի ապրանքներ, ինչպիսիք են ESPO-ն և Sokol-ը: Եվս յոթը խարիսխ են գցել Սինգապուրի մոտ, իսկ տասնյակները կանգ են առել ռուսական ափերի մոտ՝ Բալթիկ ծովում և Հեռավոր Արևելքում:

Ընդհանուր առմամբ, ծովում մնացած նավթը համարժեք է ռուսական մոտավորապես 2,5 շաբաթվա արտահանման չափին: Թեև ԱՄՆ-ն երկու ամիս ժամանակ է տվել՝ ավարտելու նախաձեռնված մատակարարումները, ոչ բոլոր գնորդներն են պատրաստ ընդունել արդեն առաքված նավթը՝ վախենալով պատժամիջոցների հետևանքներից։

Հունվարի 12-ին ավարտվող շաբաթվա ընթացքում 27 լցանավեր ռուսական նավահանգիստներում բեռնել են 21,1 միլիոն բարել հում նավթ՝ նախորդ շաբաթ 28 լցանավում բեռնված 21,2 միլիոնի դիմաց, ըստ Bloomberg նավերի հետագծման տվյալների: Դեկտեմբերին օրական միջին արտահանումը կազմել է գրեթե 3 մլն բարել։ Այսպիսով, պատժամիջոցների սահմանումից հետո կանգ առած 65 լցանավերը կարող էին մոտ 2,5 շաբաթվա ընթացքում արտահանել մոտ 53 մլն բարել նավթ։

Դեկտեմբերին, ըստ Էներգետիկայի և մաքուր օդի հետազոտությունների կենտրոնի, արտահանվել է գրեթե 6 մլրդ դոլարի (օրական 184 մլն եվրո) հում նավթ։ Հունվարի 12-ին ավարտվող շաբաթվա ընթացքում ծովային արտահանման արժեքը կազմել է 1,45 մլրդ դոլար, հաշվարկել է Bloomberg-ը։ Այսպիսով, լցանավերի վրա խրված նավթի արժեքը, վերջին տվյալների հիման վրա, կարող է կազմել 3,3-3,6 միլիարդ դոլար։

Lloyd’s List Intelligence-ը գնահատել է պատժամիջոցները շրջանցելով նավթ տեղափոխող ստվերային նավատորմի ընդհանուր չափը, այն կազմում է գրեթե 670 նավ: Այսպիսով, տանկերների գրեթե 10%-ը դադարեցրել է փոխադրումները։ Ընդհանուր առմամբ, բացի պատժամիջոցների տակ գտնվող 180 նավերից, ԱՄՆ ֆինանսների նախարարությունը նոր միջոցներ է ձեռնարկել ևս 183-ի նկատմամբ:
