Փարաքարում «ընտրեցին» սպանության գործով մեղադրվողին

Փարաքարում անցակցվող փրայմըրիզի՝  նախնական ընտրության արդյունքով համայնքի ղեկավարի պաշտոնակատար է ընտրվել նախկին համայնքապետ Լյուդվիգ Գյուլնազարյանը, որը հավաքել է 594 քվե։ Մյուս թեկնածուներն անհամեմատ պակաս ձայներ են ստացել. Գոռ Սարիբեկյանը՝ 180 ձայն, Արփինե Առաքելյանը՝ 89 ձայն, Մհեր Հարությունյանը՝ 30, Կարեն Երեմյանը՝ 29 Արման Մնացականյանը՝ 27 ձայն։

«Քաղպայմանագրում» արդեն լուրեր են շրջանառվում, որ նախկին համայնքապետի համար լուրջ կեղծիքներ են արվել, իսկ այդ հանգամանքը ստվերում է փրայմըրիզի գաղափարը։

Լյուդվիգ Գյուլնազարյանը նոյեմբերի 18-ին էր հրաժարական տվել կրիմինալ պատմության մեջ հայտնվելու պատճառով. Երևանում սպանություն էր եղել, նա էլ էր դեպքի վայրում եղել ու ոտքից վիրավորվել։ Եվ այն, որ ՔՊ-ն նախընտրում է նման հետագիծ ունեցող անձին, արդեն իսկ վկայում է իշխող ուժում արժեքային լուրջ ճգնաժամի մասին։

Փարաքարը երկրորդն էր համայնքներից, որտեղ ՔՊ-ն նախնական ընտրություններ էր անցկացնում։ Եթե Գյումրիում թեկնածուները բավական ազդեցիկ էին և կարողացել էին հնարավորինս վերահսկել ընթացքը, ապա Փարաքարում անցել է նա, ում համար աշխատում էր ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Նարեկ Մկրտչյանը։ Թեպետ չի բացառվում, որ կեղծիքների հարցը վարչության կամ նախաձեռնող խմբի նիստի թեմա դառնա։ Իսկ Գյուլնազարյանի համար ՔՊ-ն հերթական ապօրինությանն է գնալու։

«Փաստ» թերթի տեղեկություններով, մեկ ամիս առաջ ՏԻՄ օրենքում արագորեն կատարված փոփոխությունը նախատեսում է, որ ավագանու լիազորությունները վաղաժամկետ դադարեցնելու դեպքում, եթե համայնքի ղեկավարի պաշտոնը թափուր է, և միաժամանակ թափուր է համայնքի ղեկավարի տեղակալի պաշտոնը, կամ առկա են համայնքի ղեկավարի տեղակալի կողմից իր լիազորությունների իրականացմանը խոչընդոտող հանգամանքներ, ապա միայն այդ դեպքում նշանակվում է համայնքի ղեկավարի պաշտոնակատար։ Բայց, ի տարբերություն Գյումրիի, որտեղ բոլորը հրաժարական տվեցին, Փարաքար համայնքն ունի ղեկավարի տեղակալ՝ Կարապետ Արթենյանը, որն արդեն երկար ժամանակ է՝ կատարում է համայնքի ղեկավարի պարտականությունները։
