Ինչպես են աշխատում ԱԺ պատգամավորները. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«Փաստ» թերթի այսօրվա համարում կանդրադառնանք ՀՀԿ–ական պատգամավորներ Խոսրով Հարությունյանի, Համլետ Հարությունյանի, Արաիկ Հովհաննիսյանի և ԲՀԿ–ական պատգամավոր Վահե Հովհաննիսյանի աշխատանքային գործունեությանը:
Հանրապետական կուսակցության անդամներ Խոսրով և Համլետ Հարությունյաններն ու Արաիկ Հովհաննիսյանը գրեթե միանման քվեարկություններ են ունեցել Ազգային Ժողովում: Ըստ www.parliamentmonitoring.am կայքի՝ այս երեք պատգամավորներն էլ կողմ են քվեարկել 800–950 անգամ, դեմ՝ 5–7 անգամ: Այս երեք ՀՀԿ–ականներից ամենից շատ բացակայել է Խոսրով Հարությունյանը՝ 84 անգամ, Համլետ Հարությունյանն ու Արաիկ Հովհաննսիյանն էլ՝ համապատասխանաբար 42 և 18: Նշվածներից միայն Համլետ Հարությունյանն է, ով միայն մեկ անգամ է ելույթ ունեցել, իր երկու կուսակիցներն ի տարբերություն իրեն բավական ակտիվ են այս առումով: Արաիկ Հովհաննիսյանը անցած չորս տարիների ընթացքում ունեցել է 70 հարց և 10 ելույթ: Խոսրով Հարությունյանը ավելի ակտիվ է գտնվել՝ նա 193 հարցուպատասխանի է մասնակցել, 146 անգամ էլ ելույթ ունեցել:
Վերը թվարկված պատգամավորներից միակ ԲՀԿ–ական Վահե Հովհանիսյանը, ի տարբերություն իր գործընկերների՝ ավելի քիչ կողմ և ավելի շատ դեմ է քվեարկել: Ըստ www.parliamentmonitoring.am կայքի՝ հօգուտ օրենսդրական նախաձեռնությունների նա քվեարկել է 423 անգամ, իսկ դեմ՝ 74 անգամ: Կողմ կամ դեմ քվեարկելուց ձեռնպահ է մնացել 169 անգամ, իսկ ընդհանրապես չի քվեարկել 132 նախագծի: Բացակայել է ոչ այնքան շատ՝ 166 նիստ առանց իր ներկայության է ընթացել: Միաժամանակ բավական քիչ ելույթներ և հարցեր է ունեցել պատգամավոր աշխատելու տարիներին: Հարցուպատասխանի է մասնակցել 7 անգամ, ելույթ ունեցել՝ 12:
68–ամյա Խոսրով Հարությունյանը 6 օրենսդրական նախաձեռնություններ ունի, որից միայն մեկի՝ գազային հանձնաժողովի ձևավորման կարգում փոփոխություններ կատարելու վերաբերյալ օրինագծի միակ հեղինակը ինքն է: Ըստ 2015 թ. հայտարարագրի՝ նա ունի 26 միլիոն 606 հազար դրամ:
Համլետ Հարությունյանն ըստ www.parliamentmonitoring.am կայքի՝ «Թեժ օրինագծեր» բաժնում առանձնացված համեմատաբար մեծ ռեզոնանս առաջացրած օրինագծերից շատերին է կողմ քվեարկել, այդ թվում՝ 2017 թ. բյուջեի, ապօրինի հարստացումը քրեականացնող, ԱԺ կանոնակարգի, կուսակցությունների և «1000 դրամների» օրինագծերին: Միայն մեկ նախաձեռնության համահեղինակ է, այն էլ՝ Հայոց ցեղասպանության 100–րդ տարելիցի ԱԺ հայտարարությունն էր դա: Նախորդ տարվա տվյալներով դրամական միջոցներ չունի:
Արաիկ Հովհաննիսյանը չորս օրենսդրական նախաձեռնության համահեղինակ է՝ հարկային և առողջապահական ոլորտների վերաբերյալ: 2015 թ. հայտարարագրել է 14 միլիոն 448 հազար դրամ դրամական միջոցներ:
ԲՀԿ–ական Վահե Հովհաննիսյանը վերջերս թեժ քննարկման առարկա դարձած օրինագծերից խուսափել է քվեարկել ԱԺ կանոնակարգի օրինագծին՝ այս քվեարկությունից մնալով ձեռնպահ: Նա նախաձեռնություններ երբևիցե չի ունեցել, իսկ դրամական միջոցներն էլ 2015 թ. դրությամբ կազմել են 17 միլիոն 868 հազար դրամ:
