Պետությունը կաջակցի երիտասարդ մայրերին. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Երեխա ունեցող մինչև 24 տարեկան գործազուրկ կինը, ով չունի բարձրագույն մասնագիտական կրթություն, իրավունք կունենա այդ կրթությունը ստանալու նախապատրաստման աջակցության իրավունք` կառավարության սահմանած կարգով: Այսօր կառավարության նիստում կընթերցվի «Զբաղվածության մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին նախագիծը, որից հետո օրենսդրական նախաձեռնությունը սահմանված կարգով կներկայացվի Ազգային ժողով:

Նախագծում ասված է, որ մինչև երեք տարեկան երեխայի խնամքի արձակուրդում գտնվող աշխատանք փնտրող անձը մինչև երեխայի երկու տարին լրանալը աշխատանքի վերադառնալու դեպքում ունի երեխայի խնամքն աշխատանքին զուգահեռ կազմակերպելու համար աջակցության իրավունք:

Նախագծի մշակման շրջանակներում կարևորվել է առկա միջազգային փորձը: Աշխատանքը և ծնող լինելը համատեղելու հնարավորությունը ժամանակակից աշխարհում հաջողված ժողովրդագրական քաղաքականության բանալին է: Զարգացած երկրների փորձը ցույց է տալիս, որ ծնելիությունը ներկայում ավելի բարձր է այն տարածքներում, որտեղ աշխատող մայրերի տոկոսն ավելի բարձր է, կանանց կրթական մակարդակն ավելի բարձր է և գործազրկության մակարդակն ավելի ցածր է: Նախագծում օրինակ է բերվում Իսլանդիայի, Ֆրանսիայի, Շվեդիայի, Ֆինլանդիայի և Դանիայի փորձը, որտեղ ծնելիության մակարդակը տատանվում է 1,9–2,2 երեխայի ծնունդ մեկ կնոջ հաշվով սահմաններում, և 25–54 տարեկան բոլոր մայրերի 75–85%–ը զբաղված է: Նման երկրներում մինչև երեք տարեկան երեխաներ ունեցող մայրերն ավելի հաճախ են վերադառնում աշխատանքի, քան ցածր ծնելիության մակարդակ ունեցող երկրներում:

Նախագծով առաջարկվող լրացումները նպատակ են հետապնդում զբաղվածության կարգավորման պետական նոր ծրագրերի ներդրմամբ: Առաջին հերթին պետք է ապահովել առաջին երեխայի ծննդյան ժամանակ մոր միջին տարիքի աստիճանական նվազումը և մեծացնել երեխաներ ունեցող մինչև 24 տարեկան երիտասարդ կանանց աշխատաշուկա մուտք գործելու հնարավորությունները:

Նպատակներից է նաև մինչև երեք տարեկան երեխայի խնամքի արձակուրդում գտնվող ծնողների՝ երեխայի մինչև երկու տարին լրանալը աշխատանքի վերադառնալու և երեխայի խնամքն աշխատանքին զուգահեռ կազմակերպելու հնարավորությունների մեծացումը:

Նախագծի ընդունման արդյունքում ակնկալվում է երեխաներ ունեցող մինչև 24 տարեկան երիտասարդ կանանց համար բարձրագույն մասնագիտական կրթության ստացման իրական հնարավորությունների ստեղծման միջոցով այդ անձանց մրցունակության բարձրացումը աշխատաշուկայում, երեխայի խնամքի արձակուրդում գտնվող ծնողներին աշխատաշուկա վերադառնալու հնարավորությունների մեծացումը՝ աշխատանքային գործունեության և ծնողական պարտականությունների համատեղման հնարավորությունների ապահովման միջոցով:
