Գյուղվարկ վերցնեմ, նիվա գնեմ, գցեմ ձորը, դե, կառավարությո՛ւն, արի տես ի՞նչ ես անում. այս մոտեցումն անընդունելի է. Փաշինյան (տեսանյութ)

Մենք ֆիքսում ենք, որ Հայաստանում կա 218 հազար մարդ, որոնք ունեն 1 մլն դրամից պակաս վարկեր, որոնք առնվազն երեք տարի դասակարգված են որպես անհուսալի վարկ: Այս մասին կառավարության նիստում ասաց ՀՀ վարչապետ Նիկոլ Փաշինյանը:

«Նախագիծ ենք մշակել և նրանց առաջարկում ենք որ կարող են այս կարգավորման արդյունքում աշխատել և աշխատանքի ընթացքում այս պարտքերը մարելու համար ոչ թե նրանց աշխատավարձի 50 տոկոսը բռնագանձվի, այլ 20 տոկոսը:

Մարդը եթե գնա գրանցված աշխատի, իր աշխատավարձի 50 տոկոսի փոխարեն 20 տոկոսն է վճարում և դրան գումարած, իր ամբողջ եկամտահարկը մենք ուղղում ենք իր հին պարտքը փակելուն առաջիկա 24 ամսվա ընթացքում: Պարտադիր պայման է, որ այդ 24 ամսվա ընթացքում գտնվի ֆորմալ աշխատանքի մեջ»,- ասաց նա:

Փաշինյանի խոսքով՝ մեր հանրության մեջ մինչև վերջ ընկալված չէ, որ վարկի վերցնելը ռիսկ է և պատասխանատվություն: «Ամեն օր 20-30 նամակ եմ ստանում, որ մարդն ասում է՝ վարկ եմ վերցրել, չեմ կարողանում փակել, սա անընդունելի խոսակցություն է: Ֆինասական գրագիտությունն ունի ֆունդամենտալ խնդիրներ: Այդ խնդիրնեից մեկն էլ այն է, որ չես կարող ասել՝ վարկ եմ վերցրել, չեմ կարողանում փակել, արի այս անգամ դու փակի: Սա նույնն  է, ինչ փողոցով քայլես, մարդն ասի՝ մրսում եմ, շորերդ տուր հագնեմ: Մենք գիտենք, չի կարելի դա ասել, նույնն էլ սա է»,- ասաց նա:

Նա ընդգծեց, որ ամեն կոպեկի, լումայի հետ վարվելու կուլտուրան շատ կարևոր բան է: «Մենք մեր քիչ ու շատ փողի հետ ո՞նց ենք վարվում, այստեղ է բարեկեցության ու տնտեսական զարգացման հիմքը: Ամեն վարկ վերցնող պետք է իրեն հաշիվ տա, էլ չեմ ասում այդ երկար պատմությունները՝ գյուղվարկ վերցնեմ, գնամ նիվա առնեմ, նիվան գցեմ ձորը, դե կառավարությո՛ւն, արի տես հլը ի՞նչ ես անում: Մենք, որտեղ կա օգնության կարիք, օգնում ենք, բայց պետք է նաև ասենք՝ հարգելիներս, այդպես չէ: Այդ գործելակերպն անընդունելի է, և մենք  դրա մասին պետք է ասենք»,- ասաց նա:
