Կթանկանա գազը, հոսանքը, վառելիքը. ապագան մշուշոտ է. Նաիրի Սարգսյան

Նոյեմբերի 19-ին ՀՀ ԱԺ տնտեսական հարցերի մշտական հանձնաժողովը կազմակերպել էր խորհրդարանական լսումներ՝ նվիրված «Հայաստանի Հանրապետության հարկային օրենսգրքում լրացումներ և փոփոխություններ կատարելու մասին» օրենքների նախագծերի փաթեթին, որով առաջարկվում է մասնագիտական ծառայությունների ոլորտը շրջանառության հարկի ռեժիմից ազատել և մտցնել ընդհանուր հարկման ռեժիմ։

Oրինագծերի փաթեթը խորհրարանում ներկայացնող Ֆինանսների փոխնախարար Արման Պողոսյանի խոսքով՝ Հարկային օրենսգրքում այս փոփոխությունների արդյունքում բյուջե կմուտքագրվի 13 միլիարդ դրամ, իսկ շրջանառության հարկից ավելացված արժեքի հարկման դաշտ կտեղափոխվի 12.800 տնտեսվարող։

168TV-ի «Ռեվյու» հաղորդաշարի եթերում «Հայաստանը ես եմ» նախաձեռնության հեղինակ Նաիրի Սարգսյանն անդրադառնալով Հարկային օրենսգրքում պլանավորված փոփոխություններին ու դրանց հետևանքներին՝ նախ Ֆինանսների փոխնախարարին կոչ արեց հիշել՝ արդեն 6 տարի շարունակ իրենց կոչ են անում հարկել միկրոձեռնարկատերերին՝ առևտրականներին, ինչը ֆինանսների նախարարությունը համառորեն չի արել։

«Այդ նույն ֆինանսների նախարարին պետք է ասել՝ 6 տարի է, ասում ենք՝ տնաքանդություն է միկրոձեռնարկատերերին հարկերից ազատելու որոշումը. հարկե՛ք նրանց։ 24 միլիոն դրամ շրջանառություն ունեցող առևտրականներին հարկերից ազատելը պետականակործան որոշում է, ուստի հիմա թող ասեն, թե որքա՞ն կորուստ է կրել պետական բյուջեն Երևանից դուրս գործող միկրոձեռնարկատերերին հարկերից ազատելու հետևանքով։ Նրանց չեն հարկել, որովհետև նրանք քանակապես ավելի շատ են, և ակնկալվում է, որ Փաշինյանն ընտրություններին պետք է ստանա նրանց ձայները, ինչը չի ստանա այդ 12.800՝ շրջանառության հարկով աշխատող տնտեսվարողից՝ մասնագիտական ծառայություններ մատուցողներից, որովհետև վերջիններիս կրթական ցենզն է այլ, պատկերացումը, նրանց ձայները երբեք էլ Փաշինյանինը չեն եղել։ Սա է պատճառը, որ այս իշխանությունը միկրոձեռնարկատեր առևտրականների ձայները կորցնելուց վախենալով՝ նրանց չի հարկել»,- ասաց Սարգսյանը։


Վերջինիս խոսքով՝ Կառավարության առաջարկած Հարկային օրենսգրքի փոփոխություններով՝ իրականում ունենալու ենք ոչ թե բյուջեում հարկային հավաքագրումների աճ, այլ հակառակը՝ ծառայություններ մատուցողները կանցնեն ստվերային դաշտ՝ միաժամանակ այդ ծառայությունները կդառնան շարքային քաղաքացիների համար անհասանելի՝ թանկ վարձավճարների պատճառով։

Խոսելով նման քայլի գնալու Կառավարության իրական դրդապատճառների մասին՝ Նաիրի Սարգսյանն այն պայմանավորեց բյուջեի եկամտային մասը չհավաքագրելու խնդրով, ինչից դրդված Կառավարությունն ավելացնում է մարդկանց հարկային բեռը, ավելին՝ կգնան նաև թանկացումների՝ ավելի շատ հարկեր գեներացնելու նպատակադրումով։

«Կթանկացնեն գազը, հոսանքը, վառելիքը. սպասվում է այլ ապրանքների գնաճ ևս»,- ասաց Նաիրի Սարգսյանը՝ Փաշինյանի խոստացած ապագան որակելով մշուշոտ։
