ՔՊ-ի վարկանիշը Գյումրիում շատ ցածր է, դրա համար են ԺՊ նշանակում․ Նարեկ Միրզոյան

Հանրապետության երկրորդ քաղաքը՝ Գյումրին, շարունակում է մնալ անգլուխ․ իշխող «Բալասանյան» դաշինքի՝ մանդատները վայր դնելուց հետո համայնքը մնացել է առանց իշխանության: Ինչպես հայտնել ենք՝ ավագանու արտահերթ նիստերի ընթացքում չի հաջողվել համայնքի ղեկավար ընտրել։ Այս համատեքստում՝ Նիկոլ Փաշինյանն իր լուծումն է առաջարկել, ըստ որի՝ առաջիկայում ընդունվելիք օրենսդրական փոփոխությունների արդյունքում ինքը պետք է Գյումրիում քաղաքապետի ժամանակավոր պաշտոնակատար նշանակի:

«Իմաստը նրանում է, որ կխնդրենք ՔՊ անդամների, համակիրների, համախոհների շրջանակից, որ առաջադրվեն կամ ինքնառաջադրվեն թեկնածուներ, նրանց քաղաքական որոշակի չափանիշներով կգրանցենք, ոմանց գրանցումը հնարավոր է մերժենք, որից հետո Գյումրիի բնակիչների շրջանում, որոշակի սկզբունքով, ինչ-որ առումով նաև պատահականության սկբունքով, կիրականացնենք քվեարկություն, դրանց արդյունքով հաղթած թեկնածուին կնշանակեմ Գյումրիի քաղաքապետի պաշտոնակատար, որը մեծ հավանականությամբ կլինի նաև մեր թեկնածուն Գյումրիի քաղաքապետի կամ ավագանու առաջիկա ընտրություններում։ Նախնական ընտրությունները տեղի կունենան դեկտեմբերի 8-9-10-ին»,- նշել է Փաշինյանը։

Ի՞նչ է սա նշանակում  և արդյո՞ք այս ձևով հնարավոր է հաղթահարել համայնքում ստեղծված քաղաքական ճգնաժամը․ այս և այլ հարցերի շուրջ MediaHub-ը զրուցել է Գյումրիի ավագանու «ՀՀԿ» խմբակցության անդամ Նարեկ Միրզոյանի հետ։

«Սա ներքին կուսակցական գործընթաց է, իրենք թիմի ներսում ունեն կողմնորոշվելու խնդիր։ Այսինքն՝ իրենց կուսակցությունից մի երեք հոգու առաջադրելու են, հետո իրենց համակիրների շրջանում ընտրություն են իրականացնելու։ Դրանից հետո ԺՊ կնշանակեն, որը առաջիկա ընտրություններում լինելու է ՔՊ-ի առաջին դեմքը»,- նշեց Միրզոյանը։

Դիտարկմանը, որ շրջանառվում էր ՔՊ-ական պատգամավոր Կարեն Սարուխանյանի անունը, անգամ Ալեն Սիմոնյանն էր հաստատել, որ հենց նա է Գյումրիում լինելու ՔՊ-ի դեմքը, Նարեկ Միրզոյանն արձագանքեց՝ եթե Սարուխանյանի թեկնածությունը լիներ, ապա նման խնդիր չէր առաջանա։

«Ինչ վերաբերում է ստեղծված իրավիճակին, ապա ՔՊ-ն  հասկացել է, որ Գյումրիում ձայներ չունի, վարկանիշի խնդիր կա, ուստի որոշեց նման քայլի գնալ։ Հիմա ԺՊ-ի միջոցով փորձելու են համայնքային ՀՈԱԿ-ների, աշխատակազմերի ու կադրային փոփոխությունների միջոցով որոշակի ձայներ հավաքելու մեխանիզմներ ստեղծել։ Դրանից հետո էլ վարչական ռեսուրսի կիրառմամբ ՔՊ-ն կգնա ընտրությունների»,- նկատեց նա։

Մեկ այլ դիտարկման, որ ՔՊ-ն նշում է, թե ստիպված է գնում այս քայլին, քանի որ «Բալասանյան» դաշինքը անպատասխանատու ձևով է մոտեցել գյումրեցուն և նրա քվեին, Նարեկ Միրզոյանն արձագանքեց՝ իրենք էլ հենց այդ դաշինքի հետ հուշագիր էին ստորագրել ու դառել էին իշխանության մաս, հետո էլ՝ ժամանակից շուտ, խուսափելով պատասխանատվությունից, խզեցին այդ հուշագիրը։
