Չինական նոր հարվածը՝ Էրդողան-Ալիև-Նիկոլ եռյակին. Արմեն Աշոտյան

Մինչ Հարավային Կովկասի, մասնավորապես՝ Սյունիքի շուրջ շարունակվում է գլոբալ և ռեգիոնալ դերակատար քառյակի (Ռուսաստան, ԱՄՆ, Իրան, Թուրքիա) խաղը, մեկ այլ գլոբալ խաղացող՝ Չինաստանը, շախմատային այս խաղում իր երկարաժամկետ և մեր տարածաշրջանի կոմունիկացիոն քարտեզի վրա խորապես ազդող քայլեր է կատարում։

Առիթ ունեցել եմ վերլուծելու վրացական Անակլիա նավահանգիստը չինական կողմի շահագործման փոխանցելու որոշման ազդեցությունը, այսպես կոչված, «Զանգեզուրի միջանցքի» համատեքստում։

Չինաստանն իր լոգիստիկ ինքնուրույն խաղով ամբողջությամբ մերկացնում է այդ միջանցքի բացառապես գեոպոլիտիկ, պանթյուրքական էությունը։

Թուրքիան և Ադրբեջանը ջանք չեն խնայում ներկայացնելու իրենց երազանքը գլոբալ-տնտեսական շահավետության ճռճռան փաթեթավորմամբ՝ շեշտադրելով Արևմուտք-Չինաստան առևտրի համար «Զանգեզուրի միջանցքի» կարևորությունը։

Արևմտյան որոշ շրջանակների հետ միասին նրանք նույնիսկ համոզում են, որ հենց սա է «Միջին միջանցքի» (Middle Corridor) հիմնական զարկերակը։

Սև ծովի ափին գտնվող և խորջրյա բացառիկ հնարավորություններով օժտված Անակլիայի նախագիծը մեր տարածաշրջանում սեփական լոգիստիկ խաղի Չինաստանի անմիջական հայտն է։

Իսկ վերջերս չինական մեկ այլ նախաձեռնություն, այս անգամ՝ Միջին Ասիայում, իրականացման դեպքում մի նոր մեխ ավել է խփելու «Զանգեզուրի միջանցքի» տնտեսական նպատակահարմարության դագաղի մեջ։

Խոսքը Չինաստան-Ղրղըզստան-Ուզբեկստան երկաթգծի կառուցման շուրջ ձեռք բերված նոր պայմանավորվածության մասին է, որի իրականացման դեպքում Չինաստանը մի կողմից՝ նվազեցնելու է իր կոմունիկացիոն կախվածությունը Ռուսաստանից (այսօրվա դրությամբ՝ Չինաստան-ԵՄ երկաթգծային բեռնափոխադրումների 60%-ն անցնում է ՌԴ-ով, մնացած 40%-ը՝ Ղազախստանով), մյուս կողմից՝ ուժեղացնելու է իր կապն Իրանի հետ, որովհետև կառուցվելիք երկաթգիծը Թուրքմենիայով միանալու է իրանական երկաթգծերին։

Այս տարվա սեպտեմբերին Բիշքեկում բացվեց նոր երկաթգծի կառուցման գրասենյակը, իսկ ամբողջ նախագիծը գնահատվում է մոտ 4.7 մլրդ ԱՄՆ դոլար և 75%-ով ֆինանսավորվելու է Չինաստանի կողմից։

Եթե նայեք քարտեզին, ապա կտեսնեք, որ Իրանը ոչ միայն Հյուսիս-Հարավ մեգանախագծի հանգուցային դերակատարներից է, այլև ակտիվ վերակառուցում է իր ցանցը դեպի Թուրքիա։ Միայն անցյալ տարվա ընթացքում Իրանից դեպի Թուրքիա երկաթգծային բեռնափոխադրումները հասել են 1.000.000 տոննայի, ինչը մոտ երկու անգամ ավելի է, քան Բաքու-Թբիլիսի-Կարս երկաթգծի բեռնվածությունը։


Կարճ ասած՝ Չինաստանը Հարավային Կովկասում պանթյուրքիզմի կուտն ուտելու փոխարեն՝ իր առևտրային հոսքերը բաշխում է կամ Սյունիքից հյուսիս՝ Վրաստանով, կամ Սյունիքից հարավ՝ Իրանով։ «Զանգեզուրի միջանցքը» պետք չէ նաև Չինաստանին։

Եվ խնդիրը միայն տնտեսական շահավետության մեջ չէ։ Պեկինը լուրջ է վերաբերվում էրդողանական Թուրքիայի պանթյուրքական երազանքին և քիչ խոսում է, բայց շատ գործում։
