Եվրոպայի ադրբեջանական գազի գամբիտը լավ նորություն է Ռուսաստանի համար. Politico

Արևմտյան երկրները նայում են Ադրբեջանի կողմը, որպեսզի Բաքվի օգնությամբ դադարեցնեն իրենց կախվածությունը Մոսկվայի հանածո վառելիքից. արդյունքում նրանք բնական գազի վերաբերյալ մի շարք համաձայնագրեր են կնքում Բաքվում կլիմայի փոփոխության վերաբերյալ COP29 համաժողովի ընթացքում: Այս մասին գրում է Politico-ն՝ «Եվրոպայի ադրբեջանական գազի գամբիտը լավ նորություն է Ռուսաստանի համար» խորագրով հոդվածում:

Աղբյուրը նկատում է, որ Բաքու-Բրյուսել համագործակցությունը կարող է օգուտ բերել Ռուսաստանին:

«Ադրբեջանը շատ ուրախ է օգնել այս հարցում: 2022 թվականին Եվրահանձնաժողովի նախագահ Ուրսուլա ֆոն դեր Լեյենը փոխըմբռնման հուշագիր է ստորագրել հարավկովկասյան երկրի հետ՝ գազի արտահանումն ընդլայնելու համար։

Այժմ, որպես COP29 գագաթնաժողովի հյուրընկալող, ավտորիտար նավթային պետությունը անամոթաբար գովազդում է բնական գազի իր պաշարները և նոր առևտրային պայմանավորվածություններ ձեռք բերում մի քանի եվրոպական երկրների հետ: Նախագահ Իլհամ Ալիևը նույնիսկ հյուրընկալել է նման գործարքի ստորագրման արարողությունը համաժողովի շրջանակում:

Այնուամենայնիվ, Եվրոպա արտահանումն ավելացնելու համար Ադրբեջանը կտրուկ մեծացրել է հանածո վառելիքի սեփական ներմուծումը Ռուսաստանից: Որոշ հետազոտողներ կասկածում են, որ երկիրը կարող է պարզապես վերաուղղել ներկրվող ռուսական վառելիքի մի մասը Եվրոպա, թեև Ադրբեջանը պնդում է, որ մատակարարումները միայն ներքին օգտագործման համար են: Ինչևէ, Մոսկվան այս ամենից շահում է:

«Եվրոպացիները Ադրբեջանը դիտարկում են որպես այլընտրանք Ռուսաստանին, բայց Ադրբեջանից վառելիք գնելը նշանակում է վառելիք գնել Ռուսաստանից», - ասել է ադրբեջանցի այլախոհ Ժալա Բայրամովան, որն այս շաբաթ ստացել է հեղինակավոր «Մագնիտսկու մարդու իրավունքների մրցանակ» իր ակտիվության համար:

Անցյալ շաբաթ Ադրբեջանի էներգետիկայի նախարարությունը հայտնել է, որ երկիրը 8,6 տոկոսով ավելացրել է բնական գազի վաճառքը դեպի Եվրոպա, ինչը կազմում է գրեթե մեկ միլիարդ խորանարդ մետր վառելիք:

Դա միայն սկիզբն է: Ադրբեջանի պետական էներգետիկ SOCAR ընկերությունը նախատեսում է մինչև 2033 թվականը գազի տարեկան արդյունահանումը մոտ 37 միլիարդ խորանարդ մետրից ավելացնել մինչև 49 միլիարդ խորանարդ մետր՝ հակասելով գլոբալ կլիմայական նպատակներին. այն է՝ նվազեցնել հանածո վառելիքի արտադրությունը:

Սակայն Ադրբեջանի արդյունահանման ակնկալվող աճը դեռևս շատ ցածր է այն մակարդակից, որն անհրաժեշտ է Եվրոպային մատակարարող հիմնական խաղացողներից մեկը դառնալու համար:

Փոխարենը, Ադրբեջանը սկսել է բնական գազ ներկրել ռուսական պետական «Գազպրոմ» էներգետիկ ընկերությունից՝ նախնական պայմանագրով ապահովելով առնվազն 1 միլիարդ խորանարդ մետր:

Բաքուն նաև բանակցություններ է վարում ռուսական գազը ձեռք բերելու և այն Ուկրաինայի տարածքով դեպի Կենտրոնական Եվրոպա արտահանելու համար:

Սակայն այս կրեատիվ լուծումը ոչ հուսալի քողարկում է անհարմար ճշմարտության համար. Ադրբեջանը, ըստ էության, ռուսական գազը «կլվա» Եվրոպայի համար:

«Մարդիկ հասկանում են, որ դա, իհարկե, ադրբեջանական գազ չի լինի: Դա կլինի ռուսականը, պարզապես կփոխվի դրա պիտակը», - ասել է ICIS գազի շուկայի մասնագետ Աուրա Սաբադուսը:

Բացի այդ, Ադրբեջանը մեծացնում է ռուսական հում նավթի գնման ծավալը: 2024 թվականին երկիրը ամեն ամիս գնել է մոտ 40 միլիոն դոլարի ռուսական հում նավթ, ըստ Էներգետիկայի և մաքուր օդի հետազոտությունների կենտրոնի վերլուծության: Դա 23 միլիոն դոլարի ամսական հարկային եկամուտ է Կրեմլի համար», - նշել է Politico-ն:
