Հաջորդ կիրակնօրյա սմս-ները ծիծաղի տեղ չեն թողնելու. Վահե Հովհաննիսյան

Վահե Հովհաննիսյանը տելեգրամյան իր ալիքում գրում է․ 

«Խմած էր, հեծանվից ընկել էր, SMS-ով, Skype-ով հանեց գործից, հեռախոսը վերցրել էին» և այլն։ Զավեշտի աստիճանն այնքան մեծ է, որ իրոք դժվար է զսպել սարկազմը, և երեկվանից դաշտը ողողած, երբեմն շատ որակյալ հումորային գրառումները լրիվ հասկանալի են։

Այնուամենայնիվ, փորձենք հասկանալ, թե ինչ է կատարվել, եկեք նայենք պրոցեսի խորքը։ Կատարվածն ուղիղ կապ ունի առաջիկա ամիսների պրոցեսների, պետության ապագայի ու մեր յուրաքանչյուրի ընտանիքների հետ։ Սա պետք է լրջացնի բոլորիս։
 
1.     Կիրակի երեկոյան՝ պաշտոնանկությունների շարք։ Ինչ է, այս երկիրը աշխատանքային օրեր չունի՞, երկուշաբթին չէ՞ր գալու։ Սա նշանակում է, որ որոշումները կայացնում է ՄԵԿ հոգի՝ շատ նեղ խմբով ու անհասկանալի մոտիվացիաներով։ Սա նշանակում է, որ մի այլ կիրակի երեկոյան, ասենք կարող ենք իմանալ, որ Հայաստանը դուրս է եկել ՀԱՊԿ-ից՝ դրա բոլոր հետևանքներով, կամ Էրդողանին խնդրել ենք՝ զորք մտցնել Հայաստան։ Կա՞ գոնե մեկ երաշխիք, որ դա չի լինի։ Այն ժամանակ էլի կատակնե՞ր ենք անելու։

2.     Պետության լիկվիդացիայի փուլերից է պետական բարձրաստիճան պաշտոնների արժեզրկումը։ Նման քայլերով Հայաստանի Հանրապետության բարձրագույն պաշտոններն արժեզրկվում են մինչև անիմաստություն։ Նման քայլերով են նաև մեր պետությունից սարքում վրանային ավան։ Պե՞տք է բացատրել, թե վերջն ինչ է լինելու։

3.     Լիներ ուժեղ ընդդիմություն՝ չէր լինի  ՄԵԿ հոգու կիրակնօրյա գործունեությունը։ Իշխանությունն իրեն կաշկանդված կզգար։ Ինձ չեն հետաքրքրում պաշտոնանկ արվածները։ Ասում եմ՝ այն պատճառով, որ ուժեղ ընդդիմությունը կարևոր զսպող գործոն է առաջիկա կիրակնօրյա ճակատագրական որոշումներ  թույլ չտալու համար։ Ուժեղ ընդդիմությունը՝ ԱԺ-ի, փողոցի, ազդեցիկ շրջանակների, հասարակության տարբեր շերտերի, ազդեցիկ անհատների, գործիչների՝ գոնե մի քանի կարևոր հարցերի շուրջ կոնսոլիդացիան է։ Արվե՞լ է մի բան՝ դրան հասնելու համար։ Ոչ, չի արվել. ամեն մեկը, փակված իր շքախմբով, սպասում է ինչ-որ բանի։ Ինչի՞ն ենք սպասում, Արցախի ճակատագրի՞ն։ 30տարվա պետականությունը հանգեց նրան, որ կիրակի երեկոյան կարելի է առանցքային որոշումներ կայացնել՝ զրոյացնելով պետական ինստիտուտների և ընթացակարգերի դերը։ Հակառակորդը սա տեսնում է և մշակում է կիրակնօրյա որոշումների իր սեփական փաթեթները։ «Կիրակնօրյա պետությունները» շատ խոցելի են։

4.     Շատերի մոտ բնական հարց է ծագում. ո՞ր նորմալ մարդն այսուհետ կհամաձայնի աշխատել այս իշխանության հետ, զբաղեցնել ազատված պաշտոնները։ Սա կիսատ հարցադրում է, որովհետև այո, հենց որպես «կիրակնօրյա փոխարինողներ» համար վաղօրոք պատրաստված են մարդիկ, ինչ-որ «կարևոր բաների» ունակ, ինչ-որ բաների երդում տված (առաջիկայում այս հարցին ավելի մանրամասն կանդրադառնամ)։

5.     Շատ կարևոր է ֆիքսել, որ կիրակնօրյա պաշտոնանկությունները չեն ազատում շատերին՝ իրենց գործուեության ընթացքում արած անօրինականությունների համար, մարդկանց ճակատագրերի և պետության հետ խաղալու համար, անկախ այն բանից, թե ում հրամանով են դրանք արվել։
