ՀՀ իշխանություններն որոշել են թայմ-աութ վերցնե՞լ. «Փաստ»

«Փաստ» օրաթերթը գրում է.

«ՀՀ որևէ պաշտոնատար անձ Բաքվում անցկացվող COP29 միջոցառմանը մասնակցելու համար չի գրանցվել: Երեկ այս մասին ԱԺ-ում հայտնեց ՀՀ ԱԳ նախարար Արարատ Միրզոյանը: ՀՀ փոխարտգործնախարար Վահան Կոստանյանն էլ ասել էր, թե Հայաստանի որոշումը կախված է լինելու մի շարք հարցերից, այդ թվում՝ գերիների վերադարձի և խաղաղության պայմանագրի շուրջ Ադրբեջանի հետ քննարկումներից։
 
Ինչի՞ մասին է խոսում այս վիճակը: Ինչպես նշեցինք, ՀՀ-ն Բաքվում կայանալիք համաժողովին իր մասնակցությունը կապում է հայ ռազմագերիների վերադարձի հետ։ Շատ հավանական է, որ Իլհամ Ալիևը հրաժարվել է վերադարձնել հայ գերիներին. ի վերջո, պատահական չէ, որ մասնավորաբար Արցախի ռազմաքաղաքական ղեկավարության ներկայացուցիչների կալանավորումը երկարաձգվել է մի քանի ամսով։ Այսինքն, Ադրբեջանը ցանկանում է դատավարություն իրականացնել հայ գերիների նկատմամբ, և Փաշինյանի կամ ՀՀ այլ ներկայացուցչի ժամանումը Բաքու ոչինչ չէր փոխելու Ալիևի որոշման մեջ։ Այս թեմային անդրադառնալով՝ «Հանրապետության հրապարակ» տելեգրամյան ալիքը նշում է, թե ստացվում է, որ ՀՀ իշխանությունները հասկացել են, որ Բաքվից հետ են վերադառնալու առանց գերիների, և Բաքու կատարած այցն ավելի շատ կհարվածի նրանց ու ընդդիմությանը ևս մեկ խաղաքարտ կտա ընդդեմ իշխանությունների, եթե վերջիններս վերադառնան Երևան «դատարկաձեռն»։
 
«Բացի այդ, եվրոպական մի շարք երկրներ հրաժարվել են մասնակցել Բաքվի համաժողովին և ՀՀ-ն ռևերանս է անում Արևմուտքին՝ նույնպես չմեկնելով Բաքու։ Դա կարող է լինել երկրորդ պատճառը՝ գերիներին չվերադարձնելու պատճառի հետ միասին։ Ֆրանսիայի նախագահը չի մեկնել Բաքու, իսկ հայ-ֆրանսիական կապերը վերջերս խորանում են ռազմական ոլորտում»,-նշում են հեղինակները։
 
Այս ամենին զուգահեռ՝ Երևանն ու Բաքուն միմյանց մեղադրում են հայադրբեջանական հարաբերությունների կարգավորման գործընթացը տապալելու մեջ, սակայն փաստացի կուլ իսային գործընթացներ են տեղի ունենում, մասնավորաբար, կուլիսային մակարդակում համաձայնեցնում են խաղաղության համաձայնագիրը։ Օրինակ՝ Ադրբեջանի արտգործնախարար Ջեյհուն Բայրամովն ասել է, որ համաձայնեցվել են Հայաստանի հետ խաղաղության համաձայնագրի նախագծի հիմնական կետերը. «Թվերը հիմա չեմ ուզում հրապարակել, բայց դեռ կարևոր կետեր կան, որոնք պետք է համաձայնեցվեն»։
 
Ի հավելումն՝ «Հանրապետության հրապարակը» գրում է, թե ՀՀ իշխանություններն ինքնուրույն որոշումներ չեն կայացնում, այլ իրենց քայլերը համաձայնեցնում են այլ կենտրոնների, մասնավորապես Արևմուտքի հետ. «ԱՄՆ-ում նախագահ է փոխվել, իսկ ՔՊ-ն ու Փաշինյանը սերտ կապերի մեջ էին Դեմոկրատական կուսակցության հետ։ Աշխարհաքաղաքական իրավիճակ է փոխվում, և ՀՀ իշխանություններն որոշել են որոշակի թայմաութ վերցնել՝ իրենց ապագա գործողությունները հասկանալու համար»։
