Բաքվից խաղաղության պայմանագրի չհամաձայնեցված կետերն են գաղտնազերծել, Երևանը ո՛չ հերքում, ո՛չ հաստատում է դրանց իսկությունը։ Դրանցից երկուսը, ըստ Ալիևի կառավարությունից ֆինանսավորվող վերլուծական կենտրոնի ղեկավար Ֆարիդ Շաֆիևի, վերաբերում են հայ-ադրբեջանական սահմանից ԵՄ դիտորդների դուրս բերմանը և Հայաստանի հետ իրավական վեճերի բացառմանը։

Հայաստանի փոխարտգործնախարար Վահան Կոստանյանը, անդրադառնալով Ադրբեջանի իշխանություններին մոտ կանգնած այս փորձագետի պնդումներին, հայտարարեց. - «Քանի որ այս պահին բանակցություններն ընթանում են, ես ճիշտ չեմ համարում ամբողջությամբ բացել, թե ինչի շուրջ են ընթանում քննարկումները, բայց այո, ինչպես նշեցի, կան չհամաձայնեցված կետեր, և սրանց շուրջ պիտի շարունակվեն քննարկումները»։

Ազատության» հարցին՝ Հայաստանի համար ընդունելի՞ է պայմանագրի կնքման դեպքում ԵՄ դիտորդների դուրս բերումը, փոխարտգործնախարարը պատասխանեց. - «Այս պահին Հայաստանի Հանրապետությունը, քանի դեռ մենք ունենք չդելիմիտացված սահման Ադրբեջանի Հանրապետության հետ, քանի դեռ առկա են խնդիրներ, գտնում է, որ Եվրամիության դիտորդների ներգրավումը Հայաստան-Ադրբեջան միջպետական սահմանին կարևոր անվտանգային ու կայունության նշանակություն ունի»:

Անդրադառնալով դիվանագիտական վեճերի հետ կապված հարցին՝ նա արձագանքեց. - «Ընդհանուր գործընթացի ու ընդհանուր տրամաբանության մեջ պիտի նայել: Հայաստանի Հանրապետության համար կան նաև այս համաձայնագրից դուրս շատ կարևոր հարցեր, այդ թվում՝ հումանիտար հարցեր, որոնք հասցեագրման կարիք ունեն»:

Կոստանյանը վստահեցնում է՝ Սահմանադրության փոփոխության հարց բանակցվող փաստաթղթում չկա:

Ըստ Շաֆիևի՝ չհամաձայնեցված երրորդ կետն էլ վերաբերում է Հայաստանի Սահմանադրության փոփոխությանը։ Փոխարտգործնախարար Կոստանյանը, մինչդեռ, վստահեցրեց նման կետ բանակցվող փաստաթղթում չկա։

«Հայաստանն Ադրբեջանի հետ չի խոսում Սահմանադրության փոփոխության մասին»,- հայտարարեց Կոստանյանը։
