ԼՂ-ից տեղահանված միայնակ անժառանգ տարեցները ևս կօգտվեն բնակարանային ապահովման ծրագրից

ԼՂ-ից բռնի տեղահանված միայնակ անժառանգ տարեցները ևս կօգտվեն մատչելիության ապահովման պետական աջակցության ծրագրից։ Համապատասխան որոշումն ընդունվեց ՀՀ կառավարության այսօրվա նիստի ժամանակ։

Նշվում է, որ նախագծի հիմնական նպատակն է սահմանել այնպիսի իրավակարգավորումներ, որոնք գործընկեր ֆինանսական կազմակերպություններին հնարավորություն կտան վարկավորել նաև միայնակ անժառանգ տարեցներին։

«Միայնակ անժառանգ տարեցների վարկավորումը ռիսկային է գործընկեր ֆինանսական կազմակերպությունների տեսանկյունից, քանի որ գործող իրավակարգավորմամբ հիփոթեքային վարկի գործողության ընթացքում շահառուի (վարկառուի) մահվան դեպքում դրամական աջակցության վճարումը դադարում է ամբողջությամբ, եթե շահառուի ժառանգը չի հանդիսանում ընտանիքի անդամ»,- ասված է որոշման մեջ։

Նախագծով առաջարկվում է սահմանել այնպիսի իրավակարգավորում, որը գործընկեր ֆինանսական կազմակերպություններին հնարավորություն կտա ծրագրի շրջանակում վարկավորել նաև միայնակ տարեցներին՝ հաշվի չառնելով վարկի գործողության ընթացքում նրանց մահվան և ժառանգի բացակայության ռիսկը։ Առաջարկվող կարգավորմամբ, եթե շահառուն չունի ժառանգ, ապա նրա մահվան դեպքում աջակցության գումարի վճարումը կազմակերպությանը կշարունակվի մինչև վարկի ամբողջական մարումը։

Ի դեպ, այս տարվա հոկտեմբերի 15–ի դրությամբ դեռևս առկա են չիրացված հավաստագրեր, որոնցից մի քանիսը (առավելագույնը 10) պատկանում է միայնակ անժառանգ տարեցների։
Նշենք, որ Լեռնային Ղարաբաղի առանձին շրջաններից տեղահանված ընտանիքների համար բնակարանային մատչելիության ապահովման պետական աջակցության ծրագիրը մեկնարկել է 2022 թվականին։

Այս ծրագրի շրջանակում աջակցություն է տրամադրվում ՀՀ–ում հիփոթեքային վարկով բնակելի անշարժ գույք ձեռք բերող, անհատական բնակելի տուն կառուցելու նպատակով հիփոթեքային վարկ ստացող՝ ծրագրի պայմաններին բավարարող շահառուներին և ուղղվում է բացառապես հիփոթեքային վարկի ամենամսյա վճարների (մայր գումարի և տոկոսագումարի) մարմանը։

Հոկտեմբերի 15-ի դրությամբ հավաստագիր է ստացել 3,947 շահառու, որից շուրջ 3332 հավաստագրի հիման վրա հիփոթեքային վարկավորման գործընթացն ավարտվել կամ գտնվում է ավարտական փուլում։
