ԱՄՆ նյարդային արձագանքը

Վաշինգտոնը խաղաղության համաձայնագիրը երբեք չի կապել Բաքվում կայանալիք COP29-ի հետ, ճեպազրույցի ժամանակ հայտարարել է ԱՄՆ պետդեպարտամենտի խոսնակ Մեթյու Միլլերը՝ շեշտելով, որ ԱՄՆ-ն ամիսներ առաջ էր դեռ ցանկանում տեսնել Հայաստանի և Ադրբեջանի միջև խաղաղության համաձայնագիրը և կողմերին մղում էր այդ համաձայնագրի ստորագրմանը։ Միլլերը հույս է հայտնել, որ այն ի վերջո կստորագրվի։ «Բայց դա կախված է կողմերից, ոչ թե Միացյալ Նահանգներից», - եզրափակել է ԱՄՆ պետդեպարտամենտի խոսնակը:

ԱՄՆ-ը ամիսներ շարունակ տարբեր փորձեր է արել հասնել խաղաղության պայմանագրի կնքմանը, իսկ այժմ պետդեպի խոսնակի նյարդային արձագանքն ուղղված է հենց հայկական կողմին։ Հոկտեմբերի 7-8-ը Մոսկվայում տեղի ունեցած ոչ ֆորմալ շփումների ժամանակ Հայաստանի վարչապետ Նիկոլ Փաշինյանն Ադրբեջանի նախագահ Իլհամ Ալիևին առաջարկել է, որ արտաքին գործերի նախարարները երկօրյա հանդիպում ունենան, համաձայնեցնեն խաղաղության պայմանագրի չհամաձայնեցված մեկ-երկու հոդվածները, ապա երկրների առաջնորդները նախքան Բաքվում կայանալիք COP-29-ը ստորագրեն պայմանագիրը:

Նման երկկողմ շփումները դուրս են արևմտյան հարթակի վերահսկողությունից, ինչն էլ առաջացրել է Արևմուտքի վրդովմունքը։ ԱՄՆ-ը և ԵՄ-ն երկար են աշխատել ռուսական միջնորդությունը փոշիացնելու, բանակցային պրոցեսն իրենց ձռքում պահելու համար, իսկ հիմա Փաշինյանն ինքն է նախադրյալներ ստեղծում Արևմուտքին գործընթացից հեռու պահելու համար։ Սա, նշենք, ևս մեկ վտանգ է։ Մինչ Ադրբեջանը միջազգային ասպարեզում առաջ է մղում իր նարատիվները, հիմքեր ստեղծում նոր էսկալացիայի, պաշտոնական Երևանը վանում է բոլոր պոտենցիալ դաշնակիցներին։ Հետևանքը կարող է Արևմուտքի սառն արձագանքը լինի ադրբեջանական ագրեսիային։
