Կառավարությունն իր այսօրվա՝ հոկտեմբերի 10-ի նիստում որոշում կայացրեց, ըստ որի Լեռնային Ղարաբաղից բռնի տեղահանվածներն իրենց տրանսպորտային միջոցների համար սեփականության իրավունքի գրանցումը կարող են իրականացնել անխոչընդոտ, պարզեցված և արտոնյալ ընթացակարգով։

Հիմնավորման մեջ նշվում է, որ տեղահանման արդյունքում Հայաստանում են հայտնվել մասնավոր սեփականություն չհանդիսացող թեթև մարդատար ավտոմոբիլներ, որոնք, ունենալով փաստացի օգտագործողներ, դեռևս չեն հանդիսանում սեփականության իրավունքի օրինական օբյեկտ:

«Այդ պատճառով անհրաժեշտություն է առաջացել պարզեցված ընթացակարգով լուծել նշված տրանսպորտային միջոցների նկատմամբ սեփականության իրավունքի պետական գրանցման խնդիրը՝ շեշտադրում կատարելով ԼՂ-ից բռնի տեղահանված անձանց իրավունքների պաշտպանության առաջնահերթության վրա»,– ասված է որոշման հիմնավորման մեջ:

Սեփականության իրավունքի պետական գրանցման ժամանակ շահառուներից չի պահանջվի փոխադրամիջոցի գույքահարկի պարտավորությունների ամբողջական կատարման մասին տեղեկանք։
