«Փաստ» օրաթերթը գրում է.

Մեկ տարի առաջ Կարեն Կարապետյանը նշանակվեց ՀՀ վարչապետ: Վարչապետության առաջին օրերին նա հայտարարեց, որ երկրի տնտեսությունը գտնվում է չափազանց վատ վիճակում: Նոր կառավարությունը խոստացավ բարեփոխումներ, կոռուպցիայի դեմ պայքար, բազմամիլիոնանոց ներդրումների ներգրավում: «Սակայն մեկ տարի անց կարելի է արձանագրել, որ կառավարության գրեթե բոլոր խոստումները մնացել են թղթի վրա, իսկ իրական կյանքում երկրի քաղաքացիներն իրենց վրա չեն զգում այդ բարեփոխումների արդյունքները և շարունակում են հեռանալ երկրից լավ կյանքի որոնումներում»,– մեկնաբանելով Կ. Կարապետյանի կառավարման մեկ տարին՝ նշել է Regnum–ի վերլուծաբան Իոսիֆ Կուբատյանը:

Սեպտեմբերի 13–ին կառավարության մամուլի ծառայությունը հրապարակել էր կառավարության գործունեության մեկ տարվա աշխատանքի համառոտ հաշվետվությունը: «Եթե թվերի մեջ չխորանանք, ապա Հայաստանի տնտեսության մեջ ամեն ինչ բավականին վատ է: Իսկ պետական վիճակագրության մեջ խորանալը անշնորհակալ գործ է, քանի որ վաղուց է հայտնի՝ Ազգային վիճակագրության ծառայությունը կարող է նկարել ցանկացած թիվ: Բայց փաստն այն է, որ տնտեսությունը նախևառաջ մարդիկ են, ովքեր շարունակում են արտագաղթել երկրից, ու նույնիսկ պաշտոնական վիճակագրությունն ի վիճակի չէ դա թաքցնել»,– համարում է վերլուծաբանը:

Ի. Կուբատյանը հիշեցրել է, թե երբ ու ինչպես Կ. Կարապետյանը դարձավ վարչապետ: «Մեկ տարի առաջ Հայաստանը նոր էր խելքի եկել Երևանի կենտրոնում ՊՊԾ գնդի գրավումից: Երկրում տիրող չափազանց մեծ դժգոհության պայմաններում քաղաքական լուրջ փոփոխություններ կատարելու անհրաժեշտություն էր առաջացել: Նման պայմաններում նախագահ Սերժ Սարգսյանին միշտ օգնության է հասնում կառավարությունը փոխելու տարբերակը: Այդպես հրաժարական տվեց նաև Տիգրան Սարգսյանը, որի գործունեությունից դժգոհ ընդդիմությունը, որն այն ժամանակ բավականին հզոր էր, սպառնում էր շուրջօրյա հանրահավաքներ անցկացնել: Կառավարությունը փոխելու տարբերակը գործի դնելով՝ Ս. Սարգսյանը կարողացավ մեղմ ու վերահսկելի ձևով լիցքաթափել հասարակության մեջ կուտակված դժգոհությունը»,– պարզաբանում է վերլուծաբանը:

Եթե դեռ մեկ տարի առաջ Կարեն Կարապետյանը համարվում էր Սերժ Սարգսյանի ռեալ այլընտրանքը, ու հենց նախագահի խոսքով, պետք է դառնար «փոփոխությունների յուրատեսակ խորհրդանիշ», ապա այսօր Կ. Կարապետյանն ընկալվում է որպես տեխնիկական վարչապետ, ով կաշխատի մինչև Սերժ Սարգսյանի նախագահության վերջը: «Նաև պարզ է դառնում, որ Կարապետյանի նշանակումը մեծ ծրագրի մաս էր, որի շնորհիվ Սարգսյանը կկարողանա իշխանության ղեկին մնալ ցմահ: Խնդիրը միայն այն է, թե ինչ կարգավիճակով: Բայց ամեն ինչ գնում է նրան, որ Ս. Սարգսյանը կնախընտրի վարչապետի աթոռը և ոչ թե պոլիտբյուրոյի ղեկավարի պաշտոնը»,– համոզված է Ի. Կուբատյանը:
