Այն, ինչ «Հայաքվեին» չէր կարելի, «Եվրաքվեին» կարելի՞ է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մի քանի արևմտամետ ուժեր շարունակում են ստորագրահավաք իրականացնել՝ «Եվրոպական միությանը Հայաստանի անդամակցության գործընթացի մեկնարկի» մասին օրինագիծը խորհրդարան հասցնելու համար: Այս օրերին կազմակերպիչները մայրաքաղաքում ու մարզերում փորձում են ստանալ անհրաժեշտ 50 հազար ստորագրությունները: Մեր ուշադրությունը գրավեց այն հանգամանքը, որ ստորագրահավաքը կազմակերպվելու է նաև շաբաթ և կիրակի, այսինքն՝ հանգստյան օրերին, երբ ՏԻՄ-երը չեն աշխատում: Կազմակերպիչները նշել էին, որ դիմելու են Երևանի քաղաքապետարան և տարածքային կառավարման ու ենթակառուցվածքների նախարարություն, որ թույլ տան շաբաթ և կիրակի օրերին էլ կազմակերպել: Եվ ահա, նախաձեռնողները հայտարարել են, որ արդեն այս շաբաթ և կիրակի հնարավոր կլինի ստորագրել: Այսինքն, փաստացի ստացել են համաձայնություն:

«Փաստ» թերթի տեղեկություններով, այն ժամանակ, երբ «Հայաքվեն» էր ստորագրահավաք իրականացնում Արցախն Ադրբեջանի մաս ճանաչելը քրեականացնելու նպատակով օրենսդրական նախաձեռնությամբ խորհրդարան մտնելու համար, կազմակերպիչներին թույլ չեն տվել հանգստյան օրերին ստորագրահավաք իրականացնել: Դիմեցինք «Հայաքվե» նախաձեռնության համակարգող խորհրդի անդամ Մենուա Սողոմոնյանին՝ պարզելու՝ իսկապե՞ս իրենք հնարավորություն չունեին շաբաթ և կիրակի օրերին իրականացնել ստորագրահավաք, և եթե այո, ապա ի՞նչ պատճառաբանություն է իրենց ներկայացվել:

«Այո, մեզ պատճառաբանել էին, որ օրենքի պահանջով ստորագրահավաքը պետք է կատարվի տեղական ինքնակառավարման մարմիններում, նրանց աշխատանքային օրերին և ժամերին՝ ժամը իննից վեցը: Այն ժամանակ, երբ մենք էինք իրականացնում ստորագրահավաքը, ակնդետ հետևում էին, որ շուտ չգանք կամ ուշ չվերջացնենք: Ընդմիջման ժամերին երբեմն թույլ չէին տալիս, որ մարդիկ շենք մուտք գործեին: Նման խոչընդոտների առաջ էինք կանգնում: Հղում էին անում «Հանրաքվեի մասին» օրենքին, որտեղ նշվում է, որ ստորագրահավաքը պետք է կազմակերպվի տեղական ինքնակառավարման մարմիններում՝ համայնքապետարաններում, և համապատասխան իրավական ակտին, որը սահմանում է աշխատանքային օրվա, ժամի և այլնի հետ կապված կարգավորումները»,-ասաց Մենուա Սողոմոնյանը:

Սակայն փաստացի «Եվրաքվեի» ստորագրահավաքի կազմակերպիչներին թույլ են տվել: «Եթե իրենք ասում են, որ համայնքապետարաններն իրենց ընդառաջել են, ուրեմն գործ ունենք երկակի մոտեցման հետ. փաստորեն, կիրառվում են երկակի ստանդարտներ: «Հայաքվեի» պարագայում շատ խիստ հետևել են օրենքի տառին»,-«Փաստի» հետ զրույցում նշում է Սողոմոնյանը:
