Ասում են՝ տուգանքդ ինչքա՞ն է, մեկ միլիո՞ն, առ, ու շարունակում են էլի աշխատել, պետք է բացառել սա. Նիկոլ Փաշինյան

Կառավարությունը քննարկեց և ընդունեց «Հրդեհային անվտանգության մասին» օրենքում լրացում և փոփոխություն կատարելու մասին» և «Հայաստանի Հանրապետության վարչական դատավարության օրենսգրքում լրացում կատարելու մասին» Հայաստանի Հանրապետության օրենքների նախագծերին հավանություն տալու մասին օրենքների նախագիծը:

Հիմնական զեկուցող տեսչական մարմինների աշխատանքների համակարգման գրասենյակի ղեկավար Պետրոս Մարտիրոսյանը՝ նշեց, որ գործող օրենսդրության հաաձայն՝ տեսչական մարմնի ընդունած գործունեության դադարեցման մասին վարչական ակտի դադարումը կասեցվում է, և տնտեսվարողը շարունակում է իր գործունեությունը, եթե օրենքով նախատեսված չէ, որ դա ենթակա է անհապաղ կատարման։

«Ցավոք, մեր որոշ տնտեսվարողներ օգտվում են ընձեռնված հնարավորություններից, ու չնայած ակնհայտորեն իրենց գործունեությունն էական ռիսկեր է պարունակում մարդկանց կյանքի ու առողջության համար, տեսչական մարմնի ընդունած վարչական ակտը բողոքարկում են ու ստանում ժամանակ խախտումներով գործելու հնարավորություն»,- ասաց նա:

Վարչապետի աշխատակազմի ղեկավար Արայիկ Հարությունյանը նշեց, որ նախագծով միջոցներ են ձեռնարկվում արտադրական վտանգավոր օբյեկտներում խախտումների հայտնաբերման և շահագործումն արգելելուց հետո առաջացող խնդիրների վերացման համար:

ՀՀ վարչապետ Նիկոլ Փաշինյանն էլ նշեց. «Երբ մենք մարդուն գնում ու ասում ենք, որ ձեռք չտաս կպայթի, ուրեմն մարդը պետք է ձեռք չտա, որովհետև մենք իրեն պաշտոնապես զգուշացրել ենք, որ կլպայթի, բայց սա բավարար չէ: Այստեղ էլ արդեն վեց տարի շարունակվող բանավեճի հետ ենք  առնչվում՝ տուգանքի մատերիալ լինլ չլինելու հետ կապված»:

Փաշինյանը նշեց, որ բարեփոխումն անելուց հետո պետք է վեց ամիս հետո մոնիտորինգ անել՝ դաշտում ինչ պրակիտկ խնդիրներ առաջացան:

«Պետք է բացառենք նույն մարդու կողմից նույն գործողությունը երկուսից ավելի անգամ անելու հնարավորությունը: Դրանից հետո պետք է գան խիստ հարկադրանքի միջոցներ՝ այդ թվում քրեական հետապնդում: Հակառակն իմաստ չունի, հակառակը սոցիալական շերտավորում ենք դնում ով փող ունի կարող է այդ տուգանքը վճարել, փաստորեն լեգիտիմ ամենաթողության խողովակ ենք ստեղծել:

Տուգանում ես խնդիր չկա, ինչքա՞ն ա տուգանքդ՝ 100 հազար դրա՞մ, 200 հազար դրա՞մ, տո մեկ մնլ դրա՞մ, խնդիր չունես, առ ու էլի ես իմ գործողությունը շարունակում եմ: Սա անտրամաբանական է, բոլոր առումներով ու գուցե հենց տրամաբանությամբ էլ նախատեսված է  եղել»,- ասաց նա:
