«Ամեն ինչում վատն եք տեսնում». Երևանի փոխքաղաքապետն իր հոր հիմնադրած ընկերության և իրականացվող բիզնես-ծրագրի մասին. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Օրերս տեղեկություն հրապարակվեց, որ «Քաղաքացիական պայմանագիր» կուսակցության վարչության անդամ, Երևանի փոխքաղաքապետ Արմեն Փամբուխչյանի հայրը՝ թոշակառու Սոկրատ Փամբուխչյանը, 40 հեկտար մակերեսով հողեր է ձեռք բերել Արմավիրի մարզի Շենիկ գյուղում։ Փամբուխչյանը մտադիր է դեղձի այգի հիմնել և այս նպատակով 1,5 միլիարդ դրամի վարկ է ստացել: «Փաստը» կապ հաստատեց Երևանի քաղաքապետի առաջին տեղակալ Արմեն Փամբուխչյանի հետ՝ ճշտելու, թե ինչպես է իր թոշակառու հայրը կարողացել նման մեծ հողատարածքներ գնել: Վերջինս նախ խորհուրդ տվեց ուշադիր կարդալ թեմայի հետ կապված հրապարակումը:

«Այնտեղ պարզ գրված է, որ հայրս վարկ է վերցրել: Դուք երևի սովոր չեք, որ պաշտոնյայի հարազատը կարող է բիզնես գործունեություն ծավալել ոչ թե թալանված փողերի հաշվին, այլ վարկի միջոցով: Բայց պիտի սովորեք, որ դա անցյալում է: Մենք չենք թալանում, նման միջոցներ չունենք, ուստի հայրս իր բիզնես գործունեությունը որոշել է զարգացնել վարկի միջոցով, որը դեռ պետք է փակել»,-ասաց Փամբուխչյան:

Իսկ ինչպե՞ս է եղել, որ իր հայրը հաջողացրել է նաև պետական սուբսիդավորում ստանալ 102,5 մլն դրամի չափով: «Այնպես չէ, որ պետությունը հորս բիզնեսի համար այդքան գումար է տրամադրել: Խոսքը զուտ վարկի տոկոսադրույքի մի մասի սուբսիդավորման մասին է: Հայրիկիս ղեկավարած ընկերությունը ինտենսիվ այգեգործության զարգացման, արդիական տեխնոլոգիաների ներդրման և ոչ ավանդական բարձրարժեք մշակաբույսերի արտադրության խթանման պետական աջակցության ծրագրի սուբսիդավորման բաղադրիչի շահառու է:

Ավելին, մեկ անգամ այդ ընկերությունը դիմել և մերժվել է, հետո շտկումներ են կատարել բիզնես-ծրագրում և կարողացել են դառնալ ծրագրի շահառու: Այսօր մեր երկրում չմշակվող բավական հողատարածքներ կան, վա՞տ է, որ այգիներ են հիմնվելու, աշխատատեղեր են ստեղծվելու, պետբյուջե գումարներ են մտնելու»,նշեց Երևանի քաղաքապետի առաջին տեղակալը՝ «ձեռքի հետ» մեզ մեղադրելով, թե ամեն ինչում միայն վատն ենք տեսնում. «Չնայած, գուցե դուք մեղավոր չեք, ի վերջո տարիներ շարունակ դա եք տեսել: Բայց նորից եմ կրկնում՝ այդ ամենն անցյալում է»: Անցյալը՝ անցյալ, բայց այս գործի մեջ շոշափվում է նաև «Սպայկա» ընկերության անունը։

«Գիտեք, ես այդ ծրագրի հետ կապ ունեմ միայն այնքանով, որ այդ բիզնես-ծրագրի ղեկավար Սոկրատ Փամբուխչյանն իմ հայրն է: Եվ վերջ: Իսկ «Սպայկան» Հայաստանում խոշորագույն գյուղատնտեսական հոլդինգն է, ու երևի թե բնական է, որ հանդես է եկել՝ որպես ծրագրի «երաշխավոր», ինչն ընդունված պրակտիկա է ոչ միայն Հայաստանում, այլև աշխարհում: Այսինքն, որպես կապալառու՝ այդ կազմակերպությունն իրականացնելու է այգու հիմնման աշխատանքները, ինչը նաև երաշխիք է լինելու ոչ միայն բիզնես ծրագրի իրականացման, այլև բերքի բարեհաջող իրացման համար, որը օգուտներ է տալու ոչ միայն բիզնես կողմերին, այլև հարյուրավոր մարդկանց, որոնք աշխատատեղ են ունենալու, և, իհարկե, պետությանը», - ամփոփեց Արմեն Փամբուխչյանը, ապա կտրուկ նշեց, որ այլևս չի կարող մեր հարցերին պատասխանել: Ավելի ուշ փորձեցինք ևս մի քանի հարցի պատասխան ստանալ, սակայն հետագա մեր զանգերը մնացին անպատասխան:
