Ի՞նչ կտա Հայաստանին ստորագրության հետկանչը

Ռուսաստանը վերջին օրերին կրկին հիշել է 2020 թ. նոյեմբերի 9-ի եռակողմ հայտարարության մասին։ ՌԴ ԱԳՆ տարբեր պաշտոնյաներ, այդ թվում՝ մամուլի խոսնակ Մարիա Զախարովան պնդել են, թե եռակողմ հայտարարությունը գործում է ողջ ծավալով, իսկ 9-րդ կետը, որ տարածաշրջանային հաղորդակցության ուղիների վերահսկումը վերապահում է ՌԴ ԱԴԾ-ին, չի չեղարկվել։ Ըստ ռուս պաշտոնյաների, հայկական կողմը, չնայած հայտարարություններին, պաշտոնապես չի ծանուցել եռակողմ համաձայնություններից հետ կանգնելու մասին։

«Հայաստանի, Ադրբեջանի ու Ռուսաստանի ղեկավարների՝ 2020-22 թվականների եռակողմ համաձայնությունները նախկինի նման հայ-ադրբեջանական հաշտության հիմքն են։ Կարծում ենք՝ դրանց այլընտրանք չկա։ Եթե ձեզ հայտնի է, որ Հայաստանում որևէ մեկը պաշտոնական մակարդակով հրաժարվել է այդ համաձայնագրերից, կամ ասենք՝ հետ է կանչել իր ստորագրությունը, կամ պաշտոնական հայտարարություն է արել, թե այդ փաստաթղթերն այլևս չի գործում, ապա մենք այդ մասով կմեկնաբանենք։ Բայց նման բան չենք լսել», - նշել էր Զախարովան։

Ինքը՝ Փաշինյանը բազմիցս հայտարարել է, թե եռակողմ հայտարարության բոլոր կետերը խախտվել են Ռուսաստանի և Ադրբեջանի կողմից, մայիսին էլ նշել էր, թե, ըստ էության, այսօր ոչ մի կետ նոյեմբերի 9-ի եռակողմ հայտարարության չի գործում:

Միևնույն ժամանակ, իշխանությունները ետ չեն կանչում իրենց ստորագրությունը, այդկերպ հնարավորություն տալով Ռուսաստանին խաղարկել եռակողմ հայտարարության թեման։

Անվտանգության հարցերով փորձագետ, ԱԺ պատգամավոր Տիգրան Աբրահամյանի կարծիքով, ՌԴ-ն գործող կամ ակտուալ համարելով եռակողմ հայտարարությունը, ըստ էության, օրակարգային է համարում նաև այդ փաստաթղթում տեղ գտած այնպիսի դրույթները, որոնք վերաբերվում են արցախցիների հետ վերադարձի իրավունքին, նրանց անվտանգության երաշխիքներին, ՀՀ-ի ու Արցախի միջև անվտանգ միջանցքի ապահովմանը և այլն:  «Ավելին, ՌԴ-ից ակնարկում են, որ այս հարցերի բանակցմանը նվազագույնը դեմ չեն, սակայն ՀՀ-ից վերոնշյալ թեմայով արձագանք, դիրքորոշում կամ պարզ ասած` շարժ, չկա»,- նշել է պատգամավորը:
