Արցախի հարցը լուծված չէ. Արցախին պետք է վերադարձվի իր պատմական կարգավիճակը. Արշակ Կարապետյան

Տավուշի մարզում սահմանազատում անցկացնելուց հետո էլ Ադրբեջանը մտադիր չէ խաղաղության շուրջ որևէ պայմանագիր կնքել Հայաստանի հետ, և նույնիսկ քննադատում է ԵՄ մեղմիկ հայտարարություններն այդ կապակցությամբ։

Հարավային Կովկասում ԵՄ ներկայացուցիչ Տոյվո Կլաարը հայտարարել է, թե Հայաստանի և Ադրբեջանի քաղաքական կամքի և շարունակական ջանքերի շնորհիվ թշնամության և բռնության էջը այժմ վերջնականապես կարող է շրջվել՝ ի շահ տարածաշրջանի բոլոր ժողովուրդների։ Ըստ եվրոպացի պաշտոնյայի, ով առաջիկայում կլքի այդ պաշտոնը, խաղաղության պայմանագրի նախագծի մեծ մասն արդեն համաձայնեցված է, իսկ միակ բանը, որ պակասում է, քաղաքական կամքն է, որն անհրաժեշտ է վերջնագծին հասնելու համար։ Կլաարն անդրադարձել է նաև Բաքվի առաջ քաշած կեղծ թեզերին, նկատել, որ երբեմն խաղաղության հասնելու համատեքստում բարձրացվում են այլ հարցեր, ինչպես, օրինակ, այսպես կոչված «Արևմտյան Ադրբեջանի» հարցը։

«Ինձ համար սրանք բոլորովին այլ հարցեր են, որոնք հնարավոր չէ խառնել։ Առաջինն իրենց պապենական օջախներ ղարաբաղցի հայերի վերադարձին նպաստելն է, ինչը Ադրբեջանի պարտավորությունն է։ Երկրորդն այն հայերի հարցն է, ովքեր նախկինում ապրել են Ադրբեջանի այլ շրջաններում, այդ թվում՝ Բաքվում, կամ ադրբեջանցիների, ովքեր նախկինում ապրել են Հայաստանում։ Բնականաբար, նրանք նույնպես պետք է կարողանան այցելել այն վայրերը, որտեղ ապրել են, կամ նույնիսկ վերադառնան այնտեղ, և դա նույնպես պետք է նորմալացման հետևանք լինի»,- նշել է Տոյվո Կլաարը, միաժամանակ հավելել, թե առաջնայինը արցախցի հայերի վերադարձի խնդիրն է։ Պաշտոնական Բաքուն անմիջապես է արձագանքել Կլաարին, անուշադրության մատնել նրա հարցազրույցում առկա ադրբեջանամետ մոտեցումները, կողմնակալ որակել որոշ հայտարարությունները՝ մասնավորապես Ղարաբաղի հայերի վերադարձին առնչվող։

Ըստ Բաքվի, Կլաարի խոսքը հարված է այն կառույցի հեղինակությանը, որը Կլաարը ներկայացնում է: Ավելին, Ադրբեջանը ադրբեջանցիների վերադարձի մասին ճամարտակելով իսպառ բացառում է արցախցիների վերադարձի հնարավորությունը, ինչը ապացուցում է, որ այդ երկիրը բոլորովին էլ չի մտածում ոչ խաղաղության պայմանագիր կնքելու, ոչ էլ փոխզիջումների մասին։

«Համահայկական ճակատ» շարժման առաջնորդ, պաշտպանության նախկին նախարար, գեներալ-մայոր Արշակ Կարապետյանը նախօրեին «Ալ-Ջազիրա»-ին տված հարցազրույցում էր նշել, որ Արցախի հարցը լուծված չէ, նույնիսկ չենք մոտեցել դրա լուծմանը։ Ըստ գեներալ-մայորի, հարցն այնպես են ձգել, որ առաջիկայում դրա լուծումը չի տեսնում։ Արշակ Կարապետյանը նշել է, նույնիսկ եթե Հայաստանի օրվա իշխանությունն ինչ-որ բան ստորագրի, Արցախի հարցը ծառանալու է, այնտեղ ապրելու են հայեր։

«Արցախին պետք է վերադարձվի իր պատմական կարգավիճակը, և Ադրբեջանի իշխանությունները չէ, որ կարող են չեղարկել։ Ադրբեջանի վերնախավը, որն այսօր կա, գոյություն ունի հայատյացության շնորհիվ։ Երբ այդ հարցը չլինի, Ադրբեջանում ներքին իրավիճակը կտրուկ սրվելու է»,- ասել էր «Համահայկական ճակատ» շարժման առաջնորդ Արշակ Կարապետյանը։
