Եվրոպական խորհուրդը հաստատեց Հայաստանի հետ վիզաների ազատականացման շուրջ բանակցություններ սկսելու առաջարկը

Տարիներ տևած բանակցություններից հետո այսօր Բրյուսելում Եվրոպական խորհուրդն ի վերջո հաստատեց Հայաստանի հետ վիզաների ազատականացման շուրջ բանակցություններ սկսելու Եվրահանձնաժողովի առաջարկը: 

«Անդամ 27 երկրների հավանությունից հետո հարցը կփոխանցվի Եվրահանձնաժողովին, որն էլ կհայտարարի՝ կոնկրետ երբ են սկսում բանակցությունները և գործողությունների ինչ ծրագիր է դնում Երևանի առջև»,- նշել է Եվրոպայի հարցերով խմբագիր Ռիկարդ Յոզվյակը։

Դա նշանակում է, որ կներկայացվեն կատարված քայլերի մասին ամենամյա զեկույցներ, որոնք կշարունակվեն մի քանի տարի։ Որոշ երկրների, օրինակ, Մոլդովայի դեպքում, պահանջվեց 3-ից 4 տարի, Վրաստանից՝ 5, Ուկրաինայից՝ 9։ Թուրքիայի հետ բանակցությունները 10 տարուց ավելի է դեռ շարունակվում են, այնպես որ ամեն մի երկիր տարբեր կերպ է անցնում այդ ճանապարհը։ Սա գործընթացի սկիզբն է, որն ավարտին հասցնելու համար ժամանակ կպահանջվի։

Հայաստանի հարցով այսօր ընդունվելիք որոշման մեջ նշվում է՝ վիզաների պահանջը կհանվի անհարժեշտ բոլոր չափանիշների լիարժեք բավարարման դեպքում միայն։

Ըստ Յոզվյակի՝ որպես կանոն, Բրյուսելն առաջադրում է չորս հիմնական պահանջ՝ սահմանների կառավարումից մինչև կազմակերպված հանցավորության ու կոռուպցիայի դեմ պայքար․ հիմնականում խոսքը ներքին խնդիրների մասին է՝ փաստաթղթերի անվտանգության, սահմանների, ապօրինի ներգաղթյալներին հետ ընդունելու, բայց նաև մարդու հիմնարար իրավունքների պաշտպանության։

Սա հարյուրավոր էջերից բաղկացած ծավալուն պահանջների մի ցանկ է, որը Հայաստանը պետք է իրագործի, և դրա համար տարիներ կպահանջվեն։

Որպես կանոն, անհրաժեշտ գործողությունների այդ ծրագիրը կազմելու և ներկայացնելու համար, Յոզվյակի խոսքով, Բրյուսելից մոտ կես տարի է պահանջվում, բայց քանի որ հունիսին տեղի ունեցած Եվրախորհրդարանի ընտրություններից հետո նոր Եվրահանձնաժողով դեռ չի ձևավորվել, ակնկալվում է, որ Հայաստանի դեպքում պահանջների այդ ցանկը կներկայացվի կա՛մ այս տարեվերջին, կա՛մ մյուս տարվա սկզբին։ Դրանք լիարժեք իրագործելուց հետո Հայաստանը ևս մեկ կարևոր խոչընդոտ պետք է հաղթահարի։

«Այս հարցում վերջնական որոշում կայացնելու իրավունք ունի երկու կառույց․ մեկը Եվրախորհդարանն է, որտեղ Հայաստանն անհրաժեշտ աջակցություն ունի, երկրորդն՝ անդամ երկրները։ Բոլոր 27-ը պետք է միասին իրենց համաձայնությունը տան, ինչը միշտ չէ, որ հեշտ է, քանի որ հիմա Եվրոպայում շարժում է սկսվել ապօրինի ներգաղթի դեմ»,- պարզաբանել է լրատվամիջոցի զրուցակիցը։
