Հայ ոսկեգործները հնարավորություն կունենան իրացնել սեփական արտադրանքը ԵԱՏՄ շուկայում առանց լրացուցիչ ծախսերի. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «ՀՀ տարածքում թանկարժեք մետաղների արտադրություն, թանկարժեք քարերի մշակում, թանկարժեք մետաղների և թանկարժեք քարերի շրջանառություն իրականացնող իրավաբանական անձանց և անհատ ձեռնարկատերերի ռեեստրի վարման լիազոր մարմին սահմանելու մասին» նախագիծը:

«ԵԱՏՄ շրջանակներում թանկարժեք մետաղների և թանկարժեք քարերի հետ գործառնությունների իրականացման առանձնահատկությունների մասին» համաձայնագրի 4-րդ հոդվածի 1-ին կետի «ա» ենթակետով սահմանված է, որ իրավաբանական անձինք և անհատ ձեռնարկատերերը, որոնք իրականացնում են թանկարժեք մետաղների արտադրություն, թանկարժեք քարերի մշակում, թանկարժեք մետաղների և քարերի շրջանառություն արտադրական նպատակներով, ինչպես նաև անդամ պետության օրենսդրությամբ սահմանված այլ դեպքերում թանկարժեք մետաղների օգտագործում, պետք է ընդգրկվեն թանկարժեք մետաղների և քարերի, այդ թվում՝ թանկարժեք մետաղներ պարունակող հանքային հումքի հետ գործառնություն իրականացնող իրավաբանական անձանց և անհատ ձեռնարկատերերի ռեեստրում, որի վարումն իրականացվում է անդամ պետության օրենսդրության համապատասխան լիազոր մարմնի կողմից, և (կամ) ունենան հատուկ թույլտվություն (լիցենզիա) թանկարժեք մետաղների և (կամ) թանկարժեք քարերի հետ գործունեություն իրականացնելու իրավունքի վերաբերյալ։ Ռեեստրի վարումն իրականացնում է կառավարության լիազոր մարմինը:

Կառավարության 2024 թ.-ի ապրիլի 12-ի N 485-Ն որոշմամբ լիազոր մարմին է սահմանվել Էկոնոմիկայի նախարարությունը: Այս նախագծով սահմանվել է ռեեստրի վարման լիազոր ստորաբաժանում և ռեեստրի վարման կարգ։ Այսպիսով հաշվառման կկանգնեն Հայաստանի տարածքում թանկարժեք մետաղների արտադրություն, թանկարժեք քարերի մշակում, թանկարժեք մետաղների և թանկարժեք քարերի շրջանառություն իրականացնող իրավաբանական անձինք և անհատ ձեռնարկատերերը, որոնք կդիմեն այդ հարցով։ Նախագծի ընդունումը հնարավորություն կտա Հայաստանի տնտեսավարող սուբյեկտներին ԵԱՏՄ ամբողջ տարածքում իրենց ոսկերչական արտադրանքը շրջանառելու դեպքում այն իրականացնել առանց լրացուցիչ վարչարարության:

Բացի դա, «ԵԱՏՄ շրջանակներում թանկարժեք մետաղների և թանկարժեք քարերի հետ գործառնությունների իրականացման առանձնահատկությունների մասին» համաձայնագրով, որը ստորագրվել է 2019 թ.-ի նոյեմբերի 22-ին Մոսկվայում, նախատեսվում է, որ մեկ անդամ պետության տարածքում ոսկերչական և այլ արտադրատեսակները հարգադրոշմով դրոշմավորված լինելու պարագայում, մեկ այլ անդամ պետության տարածք տեղափոխվելու դեպքում ենթակա չեն լրացուցիչ փորձարկման, հետազոտման ու դրոշմավորման: Դրույթը հնարավորություն կընձեռի հայ ոսկեգործներին իրացնելու սեփական արտադրանքը ԵԱՏՄ շուկայում առանց լրացուցիչ ծախսերի:
