Ո՞ր ճանապարհն է ընտրելու Հայաստանը՝ կախվածությունը ներմուծումի՞ց, թե՞ արտահանման ծավալների աճը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նախօրեին վրացական լրատվամիջոցները տեղեկություններ տարածեցին, որ Վրաստանի իշխանությունները քննարկում են Ռուսաստանի հետ դիվանագիտական հարաբերությունները վերականգնելու հնարավորությունը: Ճիշտ է, պաշտոնական հաստատում դեռևս չկա, սակայն հաշվի առնելով այն հանգամանքը, որ Վրաստանի ներկայիս իշխանությունները հետևողականորեն առաջ են տանում իրենց երկրի շահերը, բացառում են իրենց երկրի՝ որևէ աշխարհաքաղաքական կենտրոնի խամաճիկ դառնալը, առավել ևս՝ Վրաստանը հակառուսական պլացդարմ դարձնելու Արևմուտքի ջանքերը, նման հնարավորությունը չի կարելի բացառել:

Առավել ևս, որ դա բխում է Վրաստանի շահերից ոչ միայն քաղաքական, այլև տնտեսական տեսանկյունից: Վրաստանը մեծապես կախված է ներմուծումից, իսկ գլխավոր «մատակարարները» Թուրքիան ու ԱՄՆ-ն են: 2023 թվականին Թուրքիայից ներմուծումը կազմել է 2,57 մլրդ դոլար, իսկ ԱՄՆ-ից՝ 2,04 մլրդ դոլար: Փոխարենը նույն ԱՄՆ-ին, Թուրքիային, առավել ևս՝ եվրոպական երկրներին Վրաստանի ապրանքները բացարձակ հետաքրքիր չեն: Իսկ ո՞ր երկրներ է հիմնականում արտահանում Վրաստանն իր արտադրանքը. ըստ ծավալի հերթականության՝ Ադրբեջան, Հայաստան, Ղազախստան, Ղրղզստան, Ռուսաստան: Այս ցանկում ԱՄՆ-ն 11-րդ տեղում է, ԵՄ անդամ որևէ երկիր նույնպես տասնյակի մեջ չկա:

Ինչպես նշում են շատ տնտեսագետներ, Արևմուտքի տնտեսական քաղաքականությունը շատ հստակ է. «ինքնիշխան» գործընկերներին «նստեցնել» ներմուծման վրա և մանրամասնորեն վերահսկել այդ երկրի տնտեսական քաղաքականությունը, որպեսզի արտահանման և ներմուծման տեսակարար կշիռը միշտ լինի ներմուծման օգտին: Դրա մասին են վկայում թե՛ Վրաստանի, թե՛ Հայաստանի, թե՛ այլ երկրների օրինակները: Մենք առիթ ունեցել ենք նշելու, որ Հայաստանի առևտրաշրջանառության հիմնական գործընկերը Ռուսաստանն է: Ավելին, տեղեկացրել էինք, որ, ըստ պաշտոնական թվերի, մեր երկրի առևտրաշրջանառության «կախվածությունը» Ռուսաստանից հասել է մոտ 60 տոկոսի: Մյուս կողմից՝ տարեցտարի Ռուսաստանի հետ ապրանքաշրջանառությունը սկսում է դրական ցուցանիշներ արձանագրել հօգուտ արտահանման, այսինքն, ռուսական շուկան լիովին բաց է հայկական ապրանքների համար, այն դեպքում, որ ԱՄՆ-ի ու ԵՄ անդամ երկրների պարագայում բացարձակ հակառակ պատկերն է:

Ուստի, զարմանալի չէ, որ Վրաստանի իշխանությունները կարող են շահագրգռված լինել Ռուսաստանի հետ հարաբերությունների վերականգնմամբ: Մնում է հասկանալ, թե այս ամենի ֆոնին ինչ տրամաբանությամբ են առաջնորդվում Հայաստանի իշխանությունները՝ գնալով ավելի բարդացնելով հարաբերությունները Ռուսաստանի հետ, որի արդյունքում կարճ ժամանակամիջոցում մեր երկրի տնտեսությունը կարող է հայտնվել ծանրագույն վիճակում:
