Երբ կառավարման համակարգում համակարգային շփոթ է. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Նիկոլ Փաշինյանի պաշտոնավարման շրջանում անշեղորեն հաջողվող եզակի բաներից մեկն էլ պետական կառավարման համակարգի գրեթե բոլոր օղակներում շիլաշփոթ ստեղծելն է: Հետևանքը՝ համակարգային շփոթ: Խոսակցական բառուբանով ասած՝ «բարդակ»: Քիչ հույսեր կան, որ քննությունը կպարզի, թե նախօրեին գազաբենզալցակայանի պայթյունի հետ կապված ինչն ինչոց է, բայց հուսանք՝ կպարզի: Մինչ այդ ուշադրություն գրավեց Կոտայքի մարզպետ Ահարոն Սահակյանի հայտարարությունը, թե՝ «Գազ օիլ» ընկերության այդ լցակայանը օրենքի հետ կապված խնդիրներ է ունեցել ու, իր կարծիքով, այն ենթակա էր փակման: Դրան հետևեց «Գազ օիլ» ՍՊԸ-ի տնօրեն Ռաֆայել Այվազյանի հակադարձ հայտարարությունը, որ իրենց մոտ օրենքի հետ կապված, ինչպես ասում են, «բոլոր թուղթութանաքները տեղում են», որոնք ինքը կներկայացնի:

Նա, ընդհանրապես, կարծում է, որ տեղի ունեցածը պատվեր է, օբյեկտը պայթեցված է: Բայց սրանք իրավապահների պարզելիքն են: Ոչ պակաս էական է պետական կառավարման համակարգի խնդիրը: Ի վերջո, ի՞նչ է նշանակում՝ լցակայանը ենթակա էր փակման: Եթե իսկապես ենթակա էր, ապա ինչո՞ւ փակված չէր: Եթե մարզպետն իրավացի է, ու կայանը գործել է, ապա պարզ է, չէ՞, որ պատասխանատվությունը նաև նրանց վրա է, ովքեր վերահսկողություն պիտի իրականացնեին դյուրավառ նյութերի իրացմամբ, վառելիքի լիցքավորմամբ զբաղվող ընկերության նկատմամբ: Այդ դեպքում, այն էլ՝ կատարվածից հետո, նման հայտարարության իմաստը ո՞րն է: Ախ, հա՜, չէ՞ որ Հայաստանում քպական իշխանություն է, ու հետևաբար՝ ինչ էլ լինի, իրենք մեղավոր չեն: Մեղավոր են նախկինները, Կրեմլը, գազը, բենզինը, այլմոլորակայինները, ով ասես: Փաշինյանի ու նրա ենթակաների կարգախոսն անփոփոխ է. «Եկեք պայմանավորվենք, որ ինչ էլ լինի, մենք մեզ մեղավոր չենք ճանաչում»:

Բայց այս դեպքում մեղքը պատկան կառույցների վրայից գցելը հակառակ արդյունքը տվեց: Լավ, եթե ստուգել են, եթե կասեցման ենթակա էր, այդ դեպքում ինչպե՞ս են թույլատրել գործունեությունը: Եթե թույլատրել են, ապա պիտի որ ամեն ինչ համապատասխանե՞ր շահագործման պահանջներին: Եթե համապատասխանել է, ապա ինչպե՞ս տեղի ունեցավ պայթյունը, հրդեհը, նման ծանր հետևանքներով: Պարզ է մի բան. երբ կառավարման համակարգում շփոթ է, նման դժբախտություններն ու աղետներն անխուսափելի են, լինի դա «Սուրմալուի» պայթյունը, գազալցակայանի պայթյունը և այդպես շարունակ:
