ՀԱՊԿ-ն պահանջում է կողմնորոշվել

Հավաքական անվտանգության պայմանագրի կազմակերպությունը պարզաբանումներ է պահանջել Հայաստանից ՀԱՊԿ-ի հետ կապերի հեռանկարի վերաբերյալ։

Ալմա-Աթայում երեկ գումարվել է ՀԱՊԿ խորհրդարանական վեհաժողովի նիստը։ Կառույցի գլխավոր քարտուղար Իմանգալի Տասմագամբետովը հայտարարել է, թե վերջին մեկ տարում հայ գործընկերները զգալիորեն կրճատել են իրենց մասնակցությունը կազմակերպության միջոցառումներին, սակայն փոխգործակցության հիմնական մեխանիզմները գործում են։

«Մենք հույս ունենք, որ Հայաստանի ղեկավարությունը հստակություն կհաղորդի ՀԱՊԿ-ի հետ հարաբերությունների հեռանկարների առումով»,- ասել է Տասմագամբետովը։

Հայաստանից այդ նիստին որևէ մեկը չի մասնակցել։ Ազգային ժողովն, ինչպես նախկինում, այնպես էլ այսօր ԽՎ աշխատանքներին մասնակցելուց հրաժարվում է։ Արդեն շուրջ 2 տարի Հայաստանը չի մասնակցում ՀԱՊԿ-ի հետ կապված որևէ միջոցառումների, պարզ ասած իգնոր է անում, բայց և դուրս չի գալիս ՀԱՊԿ-ից, հատկապես այսօր միջազգային դարձած իրավիճակի պայմաններում Հայաստանից հստակություն են պահանջելու։

Արևմտյան երկրները, մասնավորապես ԱՄՆ-ն՝ Ուկրաինային թույլ են տվել հարվածել Ռուսաստանի տարածքին, նման դեպքում Ռուսաստանը կարող է գործարկել ՀԱՊԿ կանոնադրությունը՝ դաշնակիցներից պահանջելով կատարել իրենց պարտավորությունները։

Արդյոք Փաշինյանը կմասնակցի՞ ՀԱՊԿ աշխատանքներին այս առումով, բարդ է ասել, հատկապես հաշվի առնելով Արևմուտքի և նրա հարաբերությունները, ինչպես նաև Ռուսաստանի հետ հարաբերությունների վատթարացման ընթացքը։

Մյուս կողմից էլ կան պայմանագրային պարտավորություններ, որոնց խախտումների վերաբերյալ Փաշինյանն ինքն է պարբերաբար հայտարարում և այժմ ստիպված է լինելու ինքը պատասխան տալ, եթե ՀԱՊԿ-ն նման որոշում կայացնի, ուստի և ՀԱՊԿ-ից հարաբերությունների հեռանկարների ճշտում են ակնկալում, իսկ ՀԱՊԿ-ն լքելու դեպքում Հայաստանին պարտադրելու են հեռանալ նաև ինտեգրացիոն այլ գործընթացներից, այդ թվում տնտեսական լուրջ օգուտներ տված ԵԱՏՄ-ից։
