Միավորված ազգերի կազմակերպության Արդարադատության միջազգային դատարանը (Միջազգային քրեական դատարան) հանձնարարել է, որ Ադրբեջանը պահպանի հայ փախստականների վերադարձի իրավունքը, բայց եթե որևէ հայ ի վերջո վերադառնա, կարող է չճանաչել այն տարածքները, որտեղից փախել է 2023 թվականի վերջին: Այս մասին «Բաքուն բուլդոզերով ոչնչացնում է հայկական ժառանգությունը Ղարաբաղում» վերտառությամբ հոդվածում գրում է EurasiaNet-ը:

«Անցյալ տարվա աշնանից ի վեր, երբ ավարտվեց Ղարաբաղի գրավումը, Ադրբեջանն արագ քայլեր է ձեռնարկել վերականգնելու տարածաշրջանի առանցքային հատվածները՝ ակնհայտորեն ձգտելով հեռացնել հայկական ազդեցության ցանկացած մնացորդ: Փոխակերպումը դուրս է գալիս միայն բնակավայրերի անվանումները փոխելու սահմաններից: Ղարաբաղի մայրաքաղաքը, օրինակ, դեռ խորհրդային տարիներին կոչվել է Ստեփանակերտ, սակայն այժմ վերանվանվել է Խանքենդի։

Արբանյակային նոր պատկերները ցույց են տալիս հայ բնակիչների տների, հայկական եկեղեցիների և մշակութային այլ նշանակալի վայրերի համատարած ավերումը: Ամենակտրուկ փոփոխություններից մեկը «Խանքենդիում» (չակերտները՝ Tert.am, Ստեփանակերտ) մի ամբողջ թաղամասի և ավտոկայանի ավերումն է։ Քանդված տարածքը գտնվում է նախկին Արցախի պետական համալսարանի մոտ, որն այժմ վերանվանվել է Ղարաբաղի համալսարան», գրում է աղբյուրը։

Նշվում է, որ ավերածության մեկ այլ խոշոր օրինակ է Շուշի քաղաքի մերձակայքում գտնվող հայկական Քարին տակ կոչվող գյուղը, որը, ըստ երևույթին, ամբողջությամբ բուլդոզերով է քանդվել: Քանդման պատճառը պարզ չէ։

Արբանյակային պատկերները ցույց են տալիս, որ քանդման համար նշված որոշ մասնավոր տների ներսում գտնվող անձնական գույքը նետվել է որպես աղբ:

Աղբյուրը հիշեցնում է նաև Արցախի ԱԺ շենքի, Վետերանների տան քանդումը:

«Ադրբեջանի կառավարության կործանարար հարվածի տիրութում են հայկական եկեղեցիները, գերեզմանատները և ուղղափառ քրիստոնեական կրոնական խորհրդանիշները: Հայկական աղոթատեղիների քանդման փաստագրված դեպքեր են գրանցվել Շուշիում և Լաչինում։ Նույն կերպ քանդվել են արձաններն ու հուշարձանները, որոնք կապված են Ղարաբաղի խորհրդային և հայկական ժառանգության հետ։ Օրինակ, հանվել է բոլշևիկ հեղափոխական Ստեփան Շահումյանի արձանը, որի անունով կոչվել է Ղարաբաղի մայրաքաղաքը, ինչպես նաև հայ քաղաքական և ռազմական գործիչների այլ հուշարձաններ։

Համենայն դեպս, ադրբեջանական քանդման ջանքերի մի մասը հակասում է ՄՔԴ-ի նոյեմբերին տրված վճռին, որը պահանջում էր Ադրբեջանից, վկայակոչելով Բաքվի պարտավորությունները Ռասայական խտրականության բոլոր ձևերի վերացման մասին միջազգային կոնվենցիայով, ձեռնարկել բոլոր անհրաժեշտ միջոցները հայկական մշակութային ժառանգության վրա ազդող վանդալիզմի և պղծման գործողությունները կանխելու և պատժելու համար», - նշված է հոդվածում։
