Փաշինյանին չեն հավատում նույնիսկ Արևմուտքում

Դեպի արևմուտք վազող Նիկոլ Փաշինյանին չեն հավատում նույնիսկ նրա արևմտյան գործընկերները։ ԱՄՆ պետքարտուղարությունը հրապարակել է մարդու իրավունքների մասին տարեկան զեկույցը՝ լուրջ քննադատություններ «ձոնելով» Հայաստանի գործող վարչախմբին, պնդելով, որ Հայաստանի կառավարության կողմից խոշտանգումների, դաժան, անմարդկային, կամ նվաստացնող վերաբերմունքի մասին արժանահավատ տեղեկություններ են ստացել, Հայաստանում շարունակվել են կամայական ձերբակալություններն ու կալանքները, լրջագույն խնդիրներ կան դատական իշխանության անկախության հետ կապված։

Զեկույցի հեղինակների գնահատմամբ՝ Փաշինյանի կառավարությունը սահամանափակ քայլեր է ձեռնարկել նախկին ու գործող պետական պաշտոնյաների, ինչպես և իրավապահների կողմից մարդու իրավունքների ենթադրյալ խախտումները հետաքննելու և պատժելու համար։

«Չարաշահումների հին ու նոր դեպքերի անպատժելիությունը շարունակվում է, ենթադրյալ հանցագործները շարունակում են պաշտոնավարել և նույնիսկ առաջխաղացում ստանալ»,- նշում են Վաշինգտոնից։

Պետդեպն արձանագրում է, որ ոստիկանության չարաշահումների մասին հաղորդումների աճ է արձանագրվել, այդ թվում՝ ոստիկանական բաժանմունքներում։ Աննախադեպ է որակվել փաստաբանների նկատմամբ ոստիկանական բռնությունը, ինչպես և իրավապահների այլ բռնությունները տարբեր անձանց նկատմամբ, ծեծի դեպքերը։

Գործող վարչախմբին քննադատել են նաև կամայական, ընտրովի ձերբակալություններ ու կալանավորումներ կատարելու համար։ Հատկապես արձանագրել են դատական համակարգի խայտառակ բնույթը, նշել, որ դատավորների նկատմամբ կարգապահական վարույթները կիրառվել են ընտրովի։ ԱՄՆ պետդեպի այս զեկույցը փաստում է, որ ժողովրդավարական բաստիոնը ձախողել է իր իսկ հռչակած բոլոր սկզբունքները, իսկ Փաշինյանի՝ Հայաստանի ժողովրդավար պետություն լինելու հավաստիացումներին նույնիսկ չի հավատում նույն այդ Արևմուտքը, որը պարբերաբար սիրում է ժողովրդավարության մասին դասեր տալ բոլորին։
