Աուդիտները բոլոր պետական մարմիններից հանել են․ Նաիրի Սարգսյան

Կառավարությունն ավարտեց 2021-2026թթ բյուջեի քննարկումը՝ ամփոփելով 2023 թվականը։ Արձանագրեց, որ բոլոր ոլորտներում ունենք աճի զգալի տեմպեր՝ տնտեսություն, արդյունաբերություն, IT և այլն։ ԱԺ տնտեսական հարցերի մշտական հանձնաժողովի նախագահ Բաբկեն Թունյանն արձանագրեց, որ անկում ունենք միայն գյուղատնտեսության ոլորտում, և եթե վիճակագրությունը լավ ուսումնասիրվի, ապա դա էլ խնդիր չի։ Ըստ իշխանության՝ հիանալի իրավիճակ է նաև ՀՆԱ-պետական պարտք հարաբերակցությունում։ Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը 1or.am-ի հետ զրույցում բացատրեց դրա գաղտնիքը։

 «Սովորաբար, բոլոր իշխանությունների ժամանակ էլ պետական պարտքը քանի տոկոս կազմում է՝ պետական պարտքի մասին օրենքում փոփոխություն են անում և ասում են, օրինակ՝ պետք է 60 տոկոսը կամ 65 տոկոսը չգերազանցի։ Պարտքը կազմել է ՀՆԱ-ի 48 տոկոսը նրա հաշվին, որ մենք ունեցել ենք արտարժույթի 20 տոկոսանոց անկում։ Այդուհանդերձ, մենք ունենք 12 միլիարդից ավելի պետական պարտքը, որի հիմնական խնդիրն այդ 48 տոկոսի մեջ չէ։ Խնդիրն այդ պարտքի սպասարկումն է։ Այդ 12 մլրդ-ի համար մենք տարեկան 700 մլն դոլար տոկոս ենք վճարում, բայց գնում ենք Եվրոպայից տարին 70 մլն դոլար գումար ենք մուրում, բերում Հայաստան և ազգովի ծափահարում ենք։ Պետական պարտքի ոչ թե ցուցանիշից պետք է ուրախանալ կամ տխրել, այլ՝ դրա ծախսման ուղղություններից։ Շատ վտանգավոր ծախսեր են կատարում՝ պետական պարտքի հաշվին հավելավճար են բաժանել, տնտեսական արդյունք չստեղծող ծախսեր են իրականացրել, իսկ հետագայում այդ պարտքի սպասարկման բեռը վճարելու են մեր զավակները։ Որոշ ժամանակ հետո մենք չենք կարողանալու մարել, և ստիպված բարձրանալու են հարկերը։ Օրինակ՝ այսօր վճարվող 20 տոկոսի փոխարեն կազմելու է 25 տոկոս և այլն»,- հանգամանալից բացատրեց Աուդիտորների պալատի նախագահը։ 

Սովորաբար ընդունված է պետական պարտքը վերցնել և ներդրում անել տնտեսության մեջ, որն էլ իր հերթին ֆինանսական նոր հոսքեր կապահովի պետական բյուջե, որով և՛ պարտքը կմարվի, և՛ պետական բյուջեն կհամալրվի։ Մոտ 4 մլրդ դոլարի պարտքը ներգրավելով՝ օրինակ, ՆԳՆ նոր կառույցներ ենք ստեղծել՝ պարեկներ, ջրային պարեկային ծառայություն, նոր մեքենաներ, ինքնագլորներ, համազգեստ և այլն։ Նաիրի Սարգսյանը սա անհեռատես քաղաքականության և ագահության հետևանք է համարում։

«Օրինակ, այս իշխանությունը պետական պարտքը ներգրավում է, որովհետև ակնկալում է, որ դրա ծախսման ուղղություններից կարող է գումար աշխատել։ Դրա ուղղությունները տարբեր են։ Ցանկացած պետական կառույց պետք է անցնի աուդիտ՝ երեք սկզբունքի հիման վրա՝ արդյունավետություն, ծախս և օգտավետություն։ Այս աուդիտները բոլոր պետական մարմիններից հանել են։ Հաջորդ փող աշխատելու միջոցը՝ օրինակ գործարանների հիմնադրումը, շատ ավելի բարդ և ծախսատար գործընթաց է, որտեղից ներդրողները գումար չեն կարողանում աշխատել, ի տարբերություն, օրինակ, ասֆալտապատման պրոցեսի։ Այստեղ կա հստակ ձևաչափ՝ տենդերը կշահես, այսքան գումար կբերես, կտաս մեզ։ Այսինքն, այս ամենն ագահության, անուղեղության, ինֆանտիլության հետևանք է։ Պետական պարտքը վերցրել են, անշահութաբեր ներդրումներ են արել, պետական պաշտոնյաները հարստացել են, բնակչությունն՝ աղքատացել է»,- եզրափակեց Նաիրի Սարգսյանը։
