Հանգամանքներն, ինչի հետևանքով խաղաղապահ ուժեր էին մտցվել Արցախ, այլևս գոյություն չունեն. Նիկոլայ Սիլաև

Խաղաղապահների դուրսբերումը կապ չունի տարածաշրջանում սրացումների հետ, Իրանի և Իսրայելի գործոնն այստեղ ընդհանրապես չկա:

Այս մասին Tert.am-ի հետ զրույցում հայտնեց ՌԴ ԱԳՆ ՄՀՊԻ (МГИМО) Միջազգային հետազոտությունների ինստիտուտի (ИМИ) առաջատար գիտաշխատող, Միջազգային գործընթացների վերլուծության լաբորատորիայի տնօրեն Նիկոլայ Սիլաևը՝ անդրադառնալով օկուպացված Արցախից ռուս խաղաղապահների դուրսբերմանը․

«Հանգամանքներն, ինչի հետևանքով խաղաղապահ ուժեր էին մտցվել այդտեղ այլևս գոյություն չունեն: Բոլոր այն առաջադրանքները, որոնք դրված էին խաղաղապահների առջև, պարզապես այլևս չկան: Կոչենք իրերն իրենց անուններով՝ այն, ինչ տեղի է ունեցել 2023թ սեպտեմբերին Արցախում, էթնիկ զտում էր: Ռուսաստանն այդ ամենը չէր կարող կանխել մի շարք իրավական և քաղաքական պատճառներով: Իրավաքաղաքական կարևորագույն պատճառն այն է, որ  ՀՀ իշխանությունը պաշտոնապես հրաժարվել էր Լեռնային Ղարաբաղից»,- նշեց մեր զրուցակիցը:

Սիլաևն ասաց, որ այդ ամենից հետո ռուս խաղաղապահները միջամտելու հիմք պարզապես չունեին․

«Միջամտել առանց իրավաքաղաքական հենարան ունենալու այն պայմաններում, որը ստեղծել էր ՀՀ իշխանությունն, ահնհնար էր: Հասկանալի է, որ մի շարք քննարկումներ են լինելու Երևանում, գուցե անգամ Բաքվում, որ հայ ժողովուրդը վերադառնա Արցախ, բայց պատկերացնել այդ պրոցեսն, անգամ խաղաղապահների առկայության դեպքում, դժվար է»,- ընգծեց Սիլաև:

Ավելի վաղ հայտնի է դարձել օկուպացված Արցախից ՌԴ խաղաղպահ զորակազմի դուրսբերման որոշման մասին: Նախօրեին Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը հայտնել է, որ ռուս խաղաղապահներին դուրս բերելու որոշումը կայացրել են երկու երկրի՝ ՌԴ-ի և Ադրբեջանի բարձրագույն ղեկավարությունները։

«Հիմք ընդունելով 2020 թվականի նոյեմբերի 10-ին ստորագրված Եռակողմ հայտարարությունը՝ երկու երկրի բարձրագույն ղեկավարությունները որոշում են կայացրել «Ադրբեջանի տարածքում» (չակերտները՝ Tert.am) ժամանակավորապես տեղակայված Ռուսաստանի Դաշնության խաղաղապահների՝ «մեր երկրի տարածքից» (չակերտները՝ Tert.am) վաղաժամկետ դուրսբերման մասին։ Գործընթացն արդեն սկսվել է, Ադրբեջանի և Ռուսաստանի պաշտպանության նախարարությունները համապատասխան միջոցներ են ձեռնարկում այս որոշումը կյանքի կոչելու համար»,- ասել է Հաջիևը։
