«Համահայկական ճակատ» շարժումը երկրի տնտեսական վիճակի և հեռանկարների փորձագիտական գնահատում է կատարել։ Արդյունքները համադրվել են կառավարության քաղաքական կուրսի, գործողությունների, ծրագրերի և հայտարարությունների հետ։ Եզրակացությունը տխուր է․ իշխանությունների հռչակած հաջողությունները ոչ թե իրական են, այլ վիրտուալ։ «Վարչապետի ծրագիրը, որին կողմ է քվեարկել Հայաստանի ժողովուրդը, ամբողջությամբ ձախողվել է, խոստումները չեն կատարվել»,- նշում է «Համահայկական ճակատ» շարժման առաջնորդ, Պաշտպանության նախկին նախարար գեներալ-մայոր Արշակ Կարապետյանը։ Նրա խոսքով, ստիպված ենք լճացում արձանագրել արդյունաբերության և գյուղատնտեսության ռազմավարական նշանակություն ունեցող գրեթե բոլոր ոլորտներում։ «Լուրջ խնդիրներ են առաջացել առողջապահության և սոցիալական համակարգում, հատկապես գյուղական շրջաններում։ Շինարարության ոլորտում ձեռնարկած պոպուլիստական միջոցները շուտով կհանգեցնեն հիփոթեքային ճգնաժամի և բնակչության կենսամակարդակի կտրուկ անկման։ Բազմաթիվ հարցեր են ծագում ազգային ռազմարդյունաբերական համալիրի և Հայաստանի զինված ուժերի վիճակի վերաբերյալ»,- արձանագրում է Արշակ Կարապետյանն ու հավելում, որ պետության անհապաղ միջամտություն են պահանջում պետբյուջե կազմող ոլորտները՝ հանքարդյունաբերությունը, քիմիական և սննդի արդյունաբերությունը, և, իհարկե, գյուղատնտեսությունն ու էներգետիկան: «Դրանք վերականգնելու համար անհրաժեշտ է վերականգնել լուծարված մի շարք նախարարությունների, այդ թվում՝ գյուղատնտեսության նախարարության գործունեությունը, ձևավորել պետական նպատակային ներդրումների փաթեթ խոշոր արդյունաբերական ձեռնարկությունների համար՝ հետագայում դրանք ԲԲԸ դարձնելու հեռանկարով»։

Արշակ Կարապետյանի խոսքով՝ պետք է մեղմացնել հարկային քաղաքականությունը։ «Այժմ գործող հարկային օրենքները հանգեցրել են ազգային արտարժույթի ամրապնդմանը և դոլարի դեվալվացիայի, ինչը պայմանավորված է երկրում դոլարի առաջարկի աճով՝ շնորհիվ միգրանտների և վերարտահանումների։ Արդյունքում՝ փոխարժեքն իբր կայուն է, գնաճ չկա, բայց իրականում գներն աճում են արագ տեմպերով»։

«Համահայկական ճակատ» շարժման առաջնորդ գեներալ-մայոր Արշակ Կարապետյանը փաստում է՝ չնայած հաղթական հայտարարություններին և տնտեսական շինծու հաջողություններին, պետական արտաքին պարտքը շարունակաբար աճում է՝ գերազանցելով ՀՀ պետբյուջեի կեսը։ Այսինքն՝ յուրաքանչյուրը, սկսած նորածիններից, մինչև տարեցներ, արդեն առնվազն 7 հազար դոլարի չափ պարտք ունի։
